해양플랜트 산업 관련 로컬콘텐츠 제도의 국내 도입방안에 관한 연구

최근 해양플랜트 산업과 관련한 국내 조선사들의 고전하는 모습들이 언론이나 매체를 통하여 보도되고 있다. 몇 년 전까지만 해도 블루오션으로 불리며 국익에 한몫을 하던 해양플랜트 산업에서 우리나라가 이토록 고전을 하는 이유는 셰일가스의 개발에 따른 유가의 하락이라는 직접적인 원인 이외에도 전문가 부족, 설계역량의 미비, 국산기자재율의 저조를 주요 원인으로 들 수 있다. 해양플랜트 산업은 거대자본을 소유한 소수의 IOC와 자원보유국가의 NOC에 의하여 좌우되고 있어 타 산업분야에 비하여 진입장벽이 높은 것이 특징으로 후발진입국가들은 로컬콘텐츠 제도를 통하여 전문가 양성, 원천기술 개발 등 자국 해양플랜트산업을 보호･육성하고 있다. 이에 우리나라의 로컬콘텐츠 제도의 도입 필요성과 당위성에 따라 로컬콘텐츠 제도의 국내도입 방안을 제시하고자 한다. 도입방법으로는 현행 국내법규를 개정하는 방안, 해양플랜트산업발전법과 같은 특별법을 제정하는 방안, 양자 간 협정에 의한 방안으로 제안하였다.
Abstract
Recently there are struggling figures of the domestic shipbuilding industries that are related offshore being reported through the press or media such as internet article, newspapers. This is why offshore, called ‘Blue ocean’, has been hard to help the national interest may be the direct cause of decline in oil prices due to the development of shale gas, in addition to the lack of experts, the lack of engineering capabilities, the poor of domestic equipment rate is the main cause. Offshore is be swayed by a few IOC owned by the big capital and NOC of resources rich countries, is characterized by high barriers to entry compared to other industries. therefore, late-starting countries protect and development domestic industry through local content policy. Accordingly, the introduction of the necessity and justification of Korea's local content scheme proposes the introduction of domestic local content schemes. The author suggest three introduction method that are measures to amend the current national regulations, measures to enact special laws such as the Offshore Development Act, method according to bilateral agreements.
