Abstract
This paper aims to provide an analysis of the electoral results of the 19th general elections in Korea. Most surprisingly and unexpectedly, the governing party won more than half of the seats, whereas the opposing failed to win. I argue that this election is characterized by three important features. First, some candidates chosen through primaries turned out to be flawed in a way that provokes big troubles during the elections. Past behavior was found to be inappropriate and provocative so much that the electorate punished the opposition which put those candidates. Primaries provide the opportunity in which the role of local activists is disproportionately powerful in selecting the candidates. Primaries contribute to make politics extremely partisan to the extent to which moderate candidates are thrown out. Secondly, electoral results demonstrate that regionalism is still the most important political cleavage in Korea. Surprising results in the Eastern South did not happen, though there has been prior to knowing the outcomes a lot of wishful thinking that regional cleavage in that region surrounding Busan. Thirdly, political inequality is associated with different voter turnout by income. Economic inequality strengthens political polarization because the poor is least likely to abstain whereas the rich is most likely to vote in the present electoral system of single member districts (SMD). As an alternative institution, proportional representation (PR) might encourage the increase in voter turnout.
