Abstract
In the Late War of the Righteous Army, the Japanese government’s policy of defection was a ploy to cut off the righteous army, obtain information on the righteous army, and neutralize the Korean resistance. It was actively implemented from December 1907 to October 1908. The police were the central organization of defection. It also organized a self-defense force to assist military police and administrative agencies. The task of encouraging defection was assigned in common. In particular, defection was the first target for those who were judged to have simply participated in the righteous army. The defectors had to write confessions. This became the basic data for the oppression of righteous army. When the defectors submitted a confession, they received a document of proof of defection called ‘defection ticket’. In January 1908, ‘defection ticket’ was revised to ‘exemption document’. The defectors were monitored by military and police agencies, and sometimes they were re-entered to the righteous army as a medium of information delivery. In some cases, after temporarily defection, information from Japanese imperialism was provided to the righteous army. The Japanese government judged that the policy of defection had some effect. However, they did not give up the righteous army. Strong rumors about Japan’s ‘tackling of pushovers’ delayed the organization of the Self-Defense Forces, and prevented leakage of information by scaring future troops if they were provided with information to military and police. The Japanese government found that 13,300 people had defected to the South by October 1908. However, it judged that the righteous army had not reached annihilation. In June 1909, the Japanese government devised a plan to exterminate the soldiers. This led to the so-called ‘South Korean mob’ in September.
