Abstract

This study attempted to examine the migration of Koreans to Andong(安 東) New Town (Shin-siga or Japan Town) from the 1910s to the 1920s, the process of the formation of the Korean residency, and their socio-economic situation. Korean migration to Andong began in the early 1910s. It was mainly from Ui-ju(義州) and Young-cheon(龍川) in Andong and neighbouring North Pyeong-an Province(平安北道). It is possible to trace the presence of Koreans in Andong as far back as 1908. However, the migration seems to have begun in 1911. The following years, 1912, 1916 and 1918, were the main periods when Koreans began to migrate. The first Koreans to immigrate to Andong were intellectuals who had worked in the civil service and taught. They were mostly merchants. Korean migration has been affected by Andong’s economy. At the beginning of the 1910s, Andong fell into a recession due to the end of the Russo-Japanese War and the disappearance of the war specialities. As a result, the population of New Town decreased due to the lack of trade, and the commercial situation was not as good as that of the Old Town(Ku-siga or China Town). At that time, the New Town was not well organised and lacked amenities such as sewers. The initial migration and settlement of Koreans in Andong took place in the Old City, not the New City. Korean commercial activities were also concentrated in the Old Town. However, as time went by, the Korean residents and businesses were concentrated in the 3rd and 4th streets of the New Town. After World War I ended, Korean emigration increased sharply as Andong began to boom again in late 1916. By the 1920s, the purpose of Korean migration had changed from that of the early years. In the 1920s, the number of people emigrating in search of quick wealth increased, as did the number of people emigrating without a clear goal. By the mid-1920s, the number of Korean immigrants had increased. Their shops and residences extended beyond the 3rd and 4th districts. In 1923 Andong’s administration was transferred to the South Manchurian Railway Company(南滿洲鐵道株式會社) and Andong’s centre, including New Town, expanded further. The period from 1918 to 1931, before the Manchurian Incident, was Andong’s “golden age”. After the Korean migration began, the 1920s was a decade. The number of Koreans in Andong increased tenfold from the 1910s. But their socio-economic conditions did not match those of the Japanese and Chinese. Traders could not compete with Chinese and Japanese traders due to lack of capital and commercial organizations like co-ops. The remainder worked in simple manufacturing or in restaurants owned by local residents. Still, less than 20 per cent of Andong’s Korean population was employed in these industries. A small number of successful ‘Korean businessmen’ emerged in the Andong Korean community from the mid-1920s. However, most Koreans remained trapped in structural unemployment and poverty. They were isolated from employment and commerce. Andong Korean Association(安東朝鮮人會), a pro-Japanese group operating under a name of “protecting Koreans,” and its leaders, most of whom were successful Korean businessmen, and their associations. Lee Hyuk-ho(李爀 鎬) and Chang Gi-sik(張驥植), former leaders of the Andong Korean Association, were cases in point. Having prospered in Andong, they moved to Shin-uiju(新義州, New Ui-ju) or Yong-cheon to help preserve it. The more their influence on the Korean community grew and their activities increased, the more the Korean community in Andong and in Shin-uiju, Ui-ju and Yong-cheon across the Aprok River(鴨綠江) turned pro-Japanese.
