한국 KSP 국가정책자문사업 배분에 관한 실증적 연구

본 연구의 목적은 한국 경제발전경험공유사업(KSP) 중 국가정책자문사업의 국가별 배정에 미치는 요인을 실증적으로 분석하는 것이다. KSP 국가정책자문사업에 대한 학술적 연구는 매우 미비하다. 따라서 본 연구는 공적개발원조 배분 요인에 관한 선행연구에서 제시된 공여국이익-수원국필요 모델을 바탕으로 분석을 수행하였다. 패널토빗모형을 활용한 분석 결과, 협력대상국과의 정상회담 여부, 외교관계수립 기간, 한국의 해외직접투자액, 협력대상국의 거버넌스 수준이 국가정책자문사업의 국가별 배분과 통계적으로 유의미한 양(+)의 관계를 갖는 것으로 나타났다. 또한 아시아지역 협력대상국에 대해서는 1인당 GDP가 매우 중요한 영향을 미치는 반면, 비아시아지역 협력대상국에 대해서는 정상회담 여부와 외교관계수립 기간이 중요한 영향을 미치는 것으로 나타났다. 본 연구는 KSP 국가정책자문사업의 국가별 배분 요인에 대하여 실증적으로 분석하였다는 점과 후속 연구의 토대를 마련했다는 점에서 그 의의가 있다.
Abstract
This paper aims to empirically examine what affects distribution of South Korea’s KSP Policy Consultation program to partner countries. As there are few empirical works on KSP Policy Consultation program, this paper employs donor interest-recipient need models suggested by previous works on official development assistance. The statistical results show that such factors as summit meetings, duration of diplomatic relationship, South Korea’s direct investment, and the partner country’s governance have statistically significant and positive relationship with the amount of KSP Policy Consultation program into the partner country. Moreover, high GDP per capita is found to be significantly related with KSP Policy Consultation program for Asian partners while summit meetings and duration of diplomatic relationship are significantly related to the program for non-Asian partners. This paper positively contributes to the existing literature by empirically examining the determinants of KSP Policy Consultation program and laying the ground for future research.
