북중동맹은 변화했는가?: 동맹의 형성과 유지 동인을 중심으로

초록

한반도 냉전 해체 과정에서의 중국의 역할에 대한 논의는 대북제재의 효과에 대한 평가와 관련되어 있다는 점에서 필연적으로 논쟁적이다. 이 논문은 불가해한 북중동맹의 현상을 이해하기 위해서 동맹의 형성 및 유지 동인을 중심으로 북중동맹의 변화 여부를 밝히고자 한다. 이를 위해 이 글은 먼저 북중동맹조약의 체결 과정에 대한 분석을 통해 북중동맹의 형성 동인을 찾아낼 것이다. 다음으로 한반도 위기와 관련된 세 가지 사례, 1)1975년 위기; 2)1990년대 초 제1차 한반도 핵위기; 3)2000년대 초 제2차 한반도 핵위기 속에서 중국이 취한 대북 동맹정책을 분석함으로써 북중동맹의 유지 동인을 확인하고자 한다. 이러한 분석을 통해 이 글은 중국의 관점에서 북중동맹의 유지 동인이 그 최초의 형성 동인과 일치하며 중국의 대북 동맹정책도 일관적이었다고 주장한다. 중국은 북한의 대외적 행동을 제어할 필요성에서 동맹이라는 제도적 장치를 선택했으며 그러한 인센티브는 지금까지도 동맹국 북한 관리를 위해 유지되고 있다. 특히 중국은 1970년대 중반 이후 역설적으로 한반도 문제에 대한 ‘비관여’ 정책을 통해 북한의 동맹 이탈을 막아왔다. 이러한 결론은 한반도 평화체제의 구축 과정에서 중국에 무엇을 기대할 수 있고 무엇을 경계해야 하는지에 관하여 한국외교에 시사하는 바가 크다.

Abstract

This article examines whether the China-North Korea aliance has changed throughout its long history. Many scholars view the role of China in the proces of dismantling the cold war structure in the Korean peninsula as inherently controversial. Its contentious nature arises from the fact that it is inextricably linked with how one apraises the efectivenes of the sanctions against North Korea. In aproaching this isue, this article aims to identify the causes that led to the formation of China-North Korea aliance by examining the 1961 aliance treaty betwen the two countries. Then, it wil go on to explore thre historical cases relevant to the crises in the Korean peninsula: 1) the crisis in 1975; 2) the first nuclear crisis in the Korean Peninsula during the early190s; and 3) the second nuclear crisis during the early 200s. By analyzing these case studies, this article wil identify the causes that led to the maintenance of China-North Korea aliance. The argument of this paper is that, from a Chinese perspective, the motivation behind the formation of the China-North Korea aliance coresponds to that behind its maintenance. In other words, China has prepared an instiutional device to control North Korea’s foreign policy behavior, and it stil serves as an incentive in the management of its neighboring aly. This study also shows that China has employed a non-engagement policy toward the Korean Peninsula since the mid-1970s, paradoxical as it may sem, to prevent North Korea from leaving the aliance. This analysis outlined above sheds light on South Korean diplomacy by providing a framework for understanding China’s behavior in the proces of establishing a peace system in the Korean peninsula.
