동북아플러스 책임공동체 형성의 한계와 가능성: 신북방정책을 중심으로

본 연구는 신북방정책의 추진 현황과 한계에 대한 분석을 중심으로 ‘동북아플러스 책임공동체’(이하 동플) 형성을 위한 신북방정책의 발전 방향 제시를 그 목표로 한다. 2017년 집권한 문재인 정부는 임기 초반부터 중국 및 러시아 등 북방국가들과의 관계 발전을 통해 북한의 개혁 개방을 유인하고 더 나아가 유라시아 지역 협력의 초석으로 작용할 수 있는 동플의 구축을 골자로 하는 신북방정책을 추진해왔다. 이러한 신북방정책은 그 추진방법에 있어 경제적 협력은 정치적 합의의 기반을 이룬다는 (신)기능주의적 시각을 기반으로 하고 있다. 그러나 역대 정부의 북방정책 추진 성과에서 이미 증명되었듯이, (신)기능주의적 접근은 유라시아 지역의 구조적 문제로 인해 역내 협력 가능성 논의에 있어 명백한 한계를 노정한다. 이에 본 연구는 국가를 힘의 극대화가 아닌 안보의 극대화를 추구하는 존재로 상정하고 있는 수세적 현실주의의 입장에서 신북방정책의 가시적인 성과와 동플 구축을 위한 추진 방향을 다음의 세 가지로 제시한다. 첫째, 대륙의 잠재적 경제 가치를 강조하던 기존의 영역을 확장하여 전통 및 비전통 안보 공동체 논의와의 상승적 연계를 이끌어내야 한다. 둘째, 북방국가와의 협력 강화가 기존 외교 노선의 변경이 아닌 미국을 비롯한 주요 역외 국가들의 참여를 적극적으로 유도하는 열린 지역주의를 기반으로 하고 있음을 강조해야 한다. 마지막으로 기존의 안보 및 경제협력 논의체를 활용하여 전통 및 비전통 안보 위협에 공동으로 대응할 수 있는 개방적인 소다자협력의 제도화 및 중층적 협력 구도를 추구해야 한다.
Abstract
This study aims to analyze the outcomes and limits of the New Northern Policy, one of the main foreign policies of the Moon Jae-in administration, and discuss the ways to improve it. The New Northern Policy has been developed with the (neo)functionalist perspectives emphasizing the positive relations between economic cooperation and political agreements as shown in the European integration process. As empirically demonstrated in the former governments’ experiences, however, the northern policies taking the functionalist perspectives have revealed critical limitations in discussing the possibility of regional cooperation in Eurasia. This study explores the ways to overcome the current limitations and improve the New Northern Policy based on the defensive realism centering around the question of how to maximize national security. First, the existing discussions need to go beyond merely emphasizing the potential economic benefits from cooperation with the Northern countries and lead to a synergistic link between economic and traditional and/or non-traditional security cooperation. Second, the policy should not be recognized by other states as the way to change South Korea’s longstanding foreign policy routes but as its strategies for establishing open regionalism. Lastly, the Moon administration needs to make a concerted effort to utilize existing regional cooperative institutions and combine them in more efficient ways rather than creating new regional discussions.
