동아시아 해역공동체를 향한 ‘신남방정책’의 의미와 평가

초록

이 연구의 목적은 우리나라 ‘신남방정책’의 추진 경과와 주요 성과들에 대해 알아보고, 그 특성과 논리를 이해하는 동시에, 향후의 과제와 추진방향을 정책학적 관점에서 도출해 보는 것이다. 2017년 11월 문재인 대통령에 의해 표방된 신남방정책은 최근 국내와해외에서 큰 관심을 받은 바 있다. 이는 학술적 관점에서 동남아시아 지역 및 아세안(ASEAN)과 새로운 ‘미래 동아시아 해역공동체’를 모색하려는 시도로 볼 수 있다. 실천적 관점에서는 동북아시아 반도국인 우리나라가 남방 아세안과 외교 및 협력관계를 적어도 미국, 중국, 일본, 러시아와의 관계 수준으로 끌어올리겠다는 의지의 천명이었다. 신남방정책은 현재 우리나라 외교･안보･대외교류의 최상위 비전인 ‘동북아시아플러스책임공동체’의 핵심적 요소이며, 강대국 중심에서 벗어난 다자주의 협력의 핵심적인 청사진이다. 또한 미래 동아시아 공동체 구축을 위하여 사람(people), 번영(prosperity), 평화(peace)의 ‘3P 비전과 원칙’이 제시되어 있다. 신남방정책은 현 정부의 가장 핵심적인외교정책의 하나이자, 참신하고 혁신적인 방안으로 평가되고 있다. 하지만 신남방정책은 아직 많은 이들에게 생소하고 학술적 검토도 미비하며, 구체적인 향후 로드맵과 실행전략이 마련되지 못한 것도 사실이다. 그래서 이 연구는 신남방정책의 최근 추진 경과와현재적 성과를 소개 및 진단하고, 이에 근거하여 향후의 실천적 과제와 그에 따른 전망을심층적으로 논의하였다. 그 주요 골자로는 신남방정책의 지속성과 제도화, 장기적 비전과 전략의 구체화, 협력부문의 확대와 네트워크식 접근, 아세안 내부관계와 현안의 지원, 강대국 대외정책과의 조율, 인재 육성과 지적기반 확대, 국내 여론과 국민적 시각의 환기등을 제언하였다. 현 단계에서 이러한 시론적 연구와 제안들은 정책의 이해와 관심은 물론, 그 성과와 연착륙에도 적지 않은 시사점을 줄 것으로 보인다.

Abstract

The purpose of this study was to confirm that the concept and meaning of the 'new southern policy' for East Asian Community in South Korea. The Korean government has been pursuing New Southern Policy in 2017, a new policy initiative, to promote cooperation and co-prosperity with Southeast Asian countries, an important axis of global prosperity. New Southern Policy was new recognition of sea spatial transformation in the East Asian Community. Korea's New Southern Policy introduced 'Northeast Asia Plus Community of Responsibility' as its administrations attempt at promoting multilateralism as its diplomacy core. With this new policy initiative, the Korean government seeks to elevate its relations with ASEAN to new highs on all fronts. Under the New Southern Policy the agendas are tied to Korean government's goal of national security through peace. Thus, the major pillars include economic cooperation, peace diplomacy, and mediating conflict through multilateralism. Also, The Korean government outlined 3P vision to build a people-centered, peace-loving and mutually prosperous community through the New Southern Policy aimed at boosting ties with ASEAN countries. As a result, progress on the New Southern Policy has continued in recent 2 years. Based on these findings and Strategies, practical implications and ways forward for Korea's New Southern Policy were discussed.
