유럽 극우정당에 관한 연구 : 극우의 유형을 중심으로

A study on the European radical right parties : Focusing on the Types of Radical Right

초록

극우의 유형에 대한 연구는 그동안 많이 있어왔지만 학자마다 다양한 정의와 용어의 사용으로 이를 전체적인 시각에서 유형화하는 데에는 어려움이 있었다. 다시 말해서 극우의 유형을 범주화 하는 작업은 사회과학의 큰 난제 중의 하나인데, 여기에는 극우가 다양한 특성을 공유하고, 선거전략에 따라 그 강조되는 특성이 변한다는 점, 그리고 극우라는 용어가 학술적 목적 이외에도 정적을 공격하기 위한 정치적 목적으로 사용되는 등 다양한 원인이 있다. 본 논문의 목적은 극우정당의 유형에 관한 논의들을 살펴보고, 그 중 해리슨-브루터의 모델을 중심으로 이를 유럽의 대표적 극우정당인 4개국의 사례를 통해 그 타당성을 검증하는데 있다. 해리슨-브루터의 모델에 따르면 극우정당은 반동적 포퓰리즘, 반동적 제노포비아, 억압적 포퓰리즘, 억압적 제노포비아라는 4가지의 유형으로 구분되며, 이러한 구분은 최근 유럽 4개국의 선거결과와도 일치하여 극우정당의 유형화 작업이 그 어려움에도 불구하고 의미 있음을 보여주었다. 해리슨-브루터 모델은 극우정당을 단순히 정당 측면에서 분석하는데 그치지 않고 그것이 유권자들의 정치적 성향과 어떻게 조응하는지 알 수 있어 극우정당의 성공 유형이 국가마다 왜 다른 지를 이해하는데 도움을 주고 있다. 나아가 이러한 연구결과는 극우정당이 전통적 좌우 프레임의 극우가 아닌 사회적 좌우 프레임의 신우파로서 위상을 정립하는 데에도 도움이 될 것으로 기대한다.

Abstract

Although there have been many studies of the radical right, it has been difficult to classify the radical right because of the different definitions and usage of the terms. In other words, classifying the radical right is one of the biggest challenges in social science, because radical right shares a variety of characteristics, and its emphasis is changed on the campaign strategy, and the term is used not only for academic purposes but also for political purposes to attack political opponents. The purpose of this paper is to examine the types of radical right parties focusing on the model of the Harrison-Bruter, and to validate it in the case of four major radical right parties in Europe. The Harrison-Bruter model shows that radical right parties are divided into four types, which are xenophobic repressive, xenophobic reactionary, populist repressive, and populist reactionary. This distinction is consistent with the recent election results of the four European countries, showing that the classifying of the radical right parties is meaningful despite their difficulties. The Harrison-Bruter model shows not only how the radical right is analyzed from the sides of the political party, but also it responds to political preference of voters, making it a model of success from country to country. Furthermore, these findings are expected to help the radical right parties build their status as the new right of the social left-right spectrum rather than the conventional left-right.
