도서(섬) 거버넌스의 효율적 운영 방안 연구 : 다층 거버넌스의 시각을 중심으로

본 연구는 다층 거버넌스의 이론적 논의를 바탕으로 우리나라 도서(섬) 관리체계의 현황과 문제점을 살펴보는 한편으로 다층 거버넌스에 바탕을둔 해외 도서 거버넌스의 모범 사례에 대한 비교분석을 통해 효과적인 종합적 도서관리 체계의 구축방안을 제시하는 데 연구의 주된 목적을 두고있다. 연구 결과, 우리나라는 도서에 대한 관할권이 다양한 정부부처로 분산되어 있어 부처 간 업무 중복과 중첩으로 인해 효율성이 저하되는 등 많은 문제점을 안고 있고, 그리 인해 급격한 인구 감소 등 도서지역의 환경변화에 제대로 대응하고 있지 못한 실정임을 확인하였다. 따라서 본 연구에서 살펴본, 솔로문군도의 DRM 사례, 유럽연합의 Smart Islands Initiative, 유럽 주요 도서국가의 Smartgov Idea, 일본의 이도진흥 사례 등 해외 모범사례들에서 공통적으로 확인되는 다층 거버넌스의 문제의식에 입각한 통합적이고 일원화된 도서 관리체계를 구축할 필요가 있다.
Abstract
This study focuses on the current status and problems of the islands(seom) management system in Korea based on the theoretical discussion of multi-level governance. The main purpose of this study is to present a plan to build an effective comprehensive islands management system by comparing and analyzing best practices of overseas islands governance based on multi-level governance perspective. As a result of the study, it was confirmed that the jurisdictions of islands management in Korea are distributed to various government departments, and thus its efficiency is deteriorated due to duplication and overlapping of work between ministries. Therefore, we need to establish a unified and integrated system based on the theoretical perspective of multi-level governance, which is common in overseas best practices such as the DRM case of the Solomon Islands, the Smart Island Initiative of the European Union, Smartgov Idea of major European island countries, and Japan’s policy for the promotion of islands migration.
