초록

병역자원의 구조적인 감소에 대응하여 방위충분성을 충족하는 국방인력체계의 혁신과제는 무엇인가? 본 연구는 인사정책, 병역제도 등에 국한되었던 기존논의를 비판적으로 검토하고 군사체계의 유연전략성을 분석개념으로 국방인력체계의 혁신과제를 검토한다. 저출산⋅고령화에 따른 축소사회의 위기가 국방인력체계의 구조적 현안이 되었다. 안보위협에 대응하여군사전략, 군사체계를 구축하고 안보재를 동원해야 하는 군대는 본질적으로 상호경직성에 구속되어 있다. 북핵 위협, 미중경쟁에 수반되는 지역적, 구조적 군비경쟁이 심화하는 가운데, 병역자원 감소는 군사전략 목표를 충족하는 군사력을 건설하고 운용하는데 중요한 과제가 되었다. 본 연구는병력자원 감소의 문제를 지휘구조, 전력체계, 부대구조는 물론 민군관계, 동맹협력의 전환적 과제로 규정하고 군사체계의 유연전략성의 맥락에서 국방인력체계의 혁신과제를 검토한다.

Abstract

What is the innovation strategy of the military system that meets the defense sufficiency in response to the structural decrease in military resources? This study critically reviews the existing discussions that were limited to personnel policy, military service system, etc., and examines the innovation strategy of the defense manpower system based on the concept of analyzing the flexible strategy of the military system. The crisis of a shrinking society due to low birth rate and aging population has become a structural issue for the defense manpower system that acquires and operates defense manpower. The military, which must establish military strategies, military systems, and mobilize security resources in response to security threats, is inherently bound by mutual rigidity. As the regional and structural arms race accompanying the North Korean nuclear threat and the US-China competition intensifies, the rigidity of security resources such as military resources, defense budget, and military technology is a factor that restricts the military system necessary for defense sufficiency. This study examines the task of comprehensive and simultaneous innovation of military strategy-military system-security resources and alliance cooperation in response to the decrease in military resources as a transitional task linked to command-strategy-unit-troops as well as civil-military relations and alliance cooperation.
