우리나라 병역자원은 저출생으로 인해 지속적으로 감소할 전망이며, 이는 병력자원의 부족과 상비병력 규모에 직접적인 영향을 미친다. 그러나 병역자원 감소 문제에 대한 정책적 성과는 아직 가시적인 수준에 이르지 못하고 있다. 본 연구는 이러한 문제를 구조화해 검토하고, 냉전 이후 미군 감축 사례를 분석해 정책적 해법을 모색하였다. 그 결과, ｢국방개혁에 관한 법률｣의 전부개정을 정책적 대안으로 제시하며, 특히 국군 상비병력 규모와 각군 구성비율 조항의 개정 필요성과 방법론을 구체화하였다. 비록 그러한 정책의 수립과 추진이 쉽지는 않겠지만, 그러한 방법론이 문제해결의 최선이라고 판단한다.
Abstract
South Korea's military manpower is expected to continue declining due to low birth rates, leading to shortages in military personnel and directly affecting the size of standing forces. Despite ongoing policy efforts, tangible outcomes addressing this issue remain insufficient. This study systematically analyzes the complex challenges posed by the decreasing military manpower and examines U.S. military reduction cases after the Cold War to derive policy implications. Based on this analysis, the study proposes a comprehensive revision of the Defense Reform Act, with a particular focus on amending provisions related to the size of standing forces and the composition ratio of each military services. While the implementation of these policy changes may present significant challenges, they are deemed the most effective approach to address the issue and ensure long-term military sustainability.
