Abstract

(Background and Purpose) The role of public design is increasing as a methodology for solving urban problems in contemporary society. In particular, considering the progress of the 1st and 2nd Public Design Promotion Plans, public open spaces are continuously emphasized in the field of public design as a core element for establishing green infrastructure to strengthen the ecological role of cities and address environmental issues. Accordingly, this study aims to research methods for integrating the perspectives of Green Infrastructure and the Biophilic City to overcome the issue of qualitative degradation of public open spaces in high-density business districts and restore their public nature. Currently, public open spaces are created as minimal spaces merely to fulfill mandatory requirements under the Building Act. Consequently, their function in improving the urban environment and providing psychological stability for users is inadequate, and the Green View Ratio is also very low. The study specifically examines existing institutional limitations, such as the discontinuation of the National Master Plan (non-establishment of the Comprehensive Public Design Promotion Plan) and the failure to incentivize private participation under current systems. (Method) To this end, the study examined current laws and regulations and relevant theoretical backgrounds, conducting a comparative analysis of the Building Act, existing guidelines, and the 1st and 2nd Public Design Promotion Comprehensive Plans to derive institutional limitations. Subsequently, a user perception survey was conducted, targeting the Gasan Digital Complex (Gasan Digital Danji), a typical high-density business district, as the case study area. (Results) Based on the survey results, the public open spaces established in front of the buildings showed relatively satisfactory scores for Usability and Accessibility and Visual Green Satisfaction (Green View Ratio). However, the Functional and Environmental Contribution of the public open spaces was rated relatively low. This outcome suggests that despite the presence of green space, users are not adequately perceiving the public open space's contribution to the urban environment due to ineffective planting arrangement and a lack of green axis connectivity within the space. (Conclusions) This study demonstrates that securing the Green View Ratio in public open spaces within high-density business districts can enhance ecological sustainability in urban planning and increase users' psychological stability and resilience. To this end, the study proposes core principles, including the maximization of perceived Green View Ratio and the visualization of green axis connectivity. However, while private sector participation is a prerequisite for expanding green infrastructure, current regulations exhibit institutional limitations that fail to incentivize this involvement. Therefore, the research should be extended to present methods for private sector participation that can overcome these institutional limitations.
