세계유산 등재를 위한 유엔기념공원의 유산 해석 전략 연구:벨기에․프랑스의 ‘제1차 세계대전의 장례와 추모 유산’사례를 참고로

초록

본 논문은 대한민국 최초의 근대유산으로 세계유산 잠정목록에 조건부 등재된 ‘한국전쟁기 피란수도 부산의 유산(이하 피란수도 부산유산)’의 구성요소 중 유엔기념공원을 기억유산 개념에 입각하여 탐구하고, 세계유산 등재에 필요한 유산 해석 방향을 제시했다. 참고 대상으로는 20세기 국제 전쟁이라는 공통분모를 지닌 벨기에․프랑스의 ‘제1차 세계대전의 장례와 추모 유산’을 검토한 후, 이코모스의 평가에서 시사점을 도출하였다. 특히 벨기에 타인 코트 묘지와 플랑드르필즈 전쟁박물관 현장답사는 국내 학계에 처음으로 발표되는 사례로, 세계유산협약 운영지침에서 요구되는 비교연구의 유용한 기초 자료로 활용될 수 있다. 주요 성과는 벨기에 사례의 시사점을 참고하여 미공개 유엔본부 아카이브 문헌을 최초로 발굴함으로써 유엔기념공원의 숨겨진 역사를 규명하는 초석을 마련한 점이다. 연구자가 확보한 1950~60년대 사료는 피란수도 부산유산의 탁월한 보편적 가치를 입증하므로 등재의 필수 근거가 된다. 종합하여 본고가 제안하는 학제간 유산 해석은 문화유산학 동향에 부합하여 문화정책 및 세계유산 이론과 실무에 기여하리라 판단된다.

Abstract

This paper explores the value of the United Nations Memorial Cemetery in Korea (UNMCK) based on the concept of "Sites of Memory," which is among the components of the "Sites of the Busan Wartime Capital" during the Korean War. Moreover, it proposes the future direction of the heritage interpretation for the inscription on the List of UNESCO World Heritage（WH) sites. As a valid reference, the research draws practical implications from the International Council on Monuments and Sites (ICOMOS) evaluation, "Funerary and Memorial sites of the First World War (Western Front)," nominated by Belgium and France, both of which have a connection with the international conflicts of the 20th century. In particular, this paper highlights the field research conducted on the Tyne Cot Cemetery and Memorial, the In Flanders Fields Museum, and the participant observations at the Menin Gate Memorial in Belgium. The main achievement of this study is that it has laid the groundwork for presenting the hidden history of the UNMCK by conducting archival analysis at the UN Archives based on the lessons of the case study. This interdisciplinary heritage interpretation is thus expected to contribute in a theoretical and practical manner to the academic forum of WH and cultural policy. It is the first important work that investigates the value of the UNMCK as a site of memory and heritage interpretation.
