본 연구의 목적은 『만화진흥에 관한 법률』 개정에 따른 웹툰 법제화가 사회적 담론 구조에 미친 영향과 변화를 규명하는 데 있다. 웹툰은 급격한 성장에도 불구하고, 오랜 기간 법적 정의가 부재하였다. 최근 법률이 개정됨에 따라 제도 변화가 사회적 인식 및 담론에 어떠한 영향을 미쳤는지를 살펴볼 필요가 있다. 이에 본 연구에서는 잠재 디리클레 할당(latent dirichlet allocation, LDA) 기법을 활용해 개정 전후 뉴스 기사를 분석하고 담론 제도주의 관점에서 해석하였다. 분석 결과, 웹툰 법제화 이후 ‘산업 인프라’, ‘글로벌 시장’, ‘IP 활용’ 등 핵심 주제 중심으로 담론이 응집·재편되었고, ‘웹툰 작가의 영향력 및 논란’ 등 새로운 담론이 등장하였다. 또한 제도 개선 담론은 산업 진흥 담론으로 전환되는 양상을 보였다. 이는 제도가 담론 형성과 구조 변화에 유의미한 영향을 미치며, 정책 수립 시 사회적 담론을 고려할 필요가 있음을 시사한다.
Abstract
This study examines how the legalization of webtoons, following the revision of the PROMOTION OF CARTOONS ACT, has influenced the structure of social discourse. Despite their rapid growth, webtoons had not been formally defined in law before the revision. Using Latent Dirichlet Allocation (LDA), this study analyzes news articles published before and after the revision and interprets the results from the perspective of discourse institutionalism. The findings reveal that, after legalization, the discourse became consolidated and reorganized around core themes such as “industrial infrastructure,” “global markets,” and “IP utilization,” as new discourses, including those concerning the influence and controversies surrounding webtoon artists, also emerged. In addition, the discourse on institutional improvement tended to shift toward a focus on industrial promotion. These results suggest that institutional change plays a significant role in shaping and restructuring discourse, underscoring the importance of considering social discourse in policy-making processes.
