Abstract

Septimius Severus and his imperial dynasty were situated between the period of stability under the Five Good Emperors and the period of confusion under the barracks emperors. Consequently, evaluation of him has differed according to the evaluator's perspective of the 3rd-4th centuries. Edward Gibbon’s assessment in the 18th century that Severus’ policies on the Senate and the military had brought about the era of soldier emperors was dominant for a considerable time afterwards. Since the 1940s, however, approaches to Severus have been made from new perspectives based on the development of archeology and research on diverse non-documentary materials. The reevaluation of the Crisis of the Third Century conducted in the same period, too, has affected this tendency. The economic recession of the Roman Empire in the late 2nd century; assassination of Commodus; disintegration of the balance of power among the Senate, Imperial Praetorian Guard, and provincial legions, which became visible during the civil war in 193 AD; and provincial cities’ independent trends and patterns of division, which became noticeable during the civil war—these were the crises that Severus faced immediately after seizing power. The present study sees Severus’ policy of weakening the Senate as emerging in the process of transferring the power of the Senate, which had already revealed its political incompetence during the period of confusion in the late 2nd century, to the Consilium Principis and the Imperial Praetorian Guard and constructing an emperor-centered ruling system. His tendency toward direct rule in provincial management likewise reflected the growth of the provinces, which had occurred during the civil war, and aimed at overcoming the crisis in state finance. Through such examinations, the present study seeks to elucidate that Severus’ policies were responses to the changed socioeconomic circumstances of the Roman Empire in the late 2nd century and the autocratic characteristics that surfaced in this process served as one background of the subsequent establishment of the Dominate in the 4th century.
