초록

1980년대 민주화 운동 이후 한국의 대통령선거 후보 선출과정은 그 어떤 나라보다도 역동적으로 변화했다. 그 변화의 핵심은 ‘포용성(inclusiveness)’이다. 본 연구는 라핫과 하잔 모델을 적용하여 한국대통령 후보선출을 후보자와 선출권자로 구분하고 1987년에서 2007년까지 여론조사가 어떤 역할을 담당했는지를 살펴보았다. 연구 결과, 서구와는 달리 우리나라 정당들은 공식적인 후보자와 선출권자, 실질적인 후보자와 선출권자 사이에 간극이 존재했다. 후보자적 측면은 단 한 번도 가장 포용적인 ‘모든 시민’영역에 도달하지 못했으나 당 총재, 계파 보스 같은 추가요건은 시간이 흐르면서 당비납부, 자원봉사 같은 요건으로 변모했다. 선출권적 측면은 가장 배제적인 ‘정당 지도자’ 영역에서 출발하여 가장 포용적인 ‘유권자’ 영역으로 이동했다. 여론조사는 선출권자 측면의 포용성이 증대될수록 간접적인 역할에서 직접적인 역할로 이동해갔으며 정당 정치의 일부로 제도화되었다.

Abstract

For more than 20 years, the candidate selection process of the Korean presidential election has been changed dynamically than any other country. The core of the change is 'inclusiveness'. In applying Rahat and Hazan model, this research is intended to find out what role the public opinion research played in presidential election from 1987 to 2007. Unlike western world, Korean political parties did not applied with party rules until the year of 2002. In candidacy case, they had never reached at most inclusive 'all citizens' zone. As time goes, the payment of party dues and volunteer service became 'additional requirements’ in replacing the position of party chairman and factional boss system. In selectorate case, starting from the most exclusive 'party leaders' zone, they move into most inclusive 'electorate' zone. As the opening of the door in the process of selecting candidate for millions of peoples, the public opinion research come to play the most significant role and became a part of the party politics.
