Abstract

This study aims to analyze Octavian’s cultural politics hidden behind the public service project and massive gifts promoted by Agrippa in 33 BC. For this purpose, this study will look into why Octavian used Agrippa instead of doing it himself. Then it will discuss why Octavian selected the above means, which was different from the former building projects. Octavian wanted to protect Italy and Rome and in the long run, lead a victory against Antony, whose power was rooted in Alexandria of Egypt. For this, he needed to uplift the status of Rome. However, as Rome was still a haphazard city, this seemed impossible. Octavian found the answer in cultural politics. As a matter of fact, Octavian highlighted his relation to Apollo and Romulus in order to exalt his power. The healing and purifying powers of Apollo, and the image of Romulus as a father was the blueprint of the public service project and the massive gifts. In other words, such a blueprint was not the result of a political move seeking to gain public popularity by enhancing the environment of Rome for public good. Also, Octavian was subtle to the last moment. So that it would show that he did not forget his promise to resurrect the Republic, he did not lead these blockbuster policies himself. Instead, he made Agrippa represent him. This shows us the political feud and tension before the breaking out of the Battle of Actium. In addition, it was a political message to the republican nobles and the citizens. By making Agrippa, a close attendant and a loyal assistant, take responsibility of the public service project, it can be said that Octavian took care not to arouse his fellow aristocrats but at the same time made it clear that he was in charge. Electing Agrippa as an aedile was an another way of showing that he was a proxy and that Octavian was in charge. Such means used by Octavian in 33 BC – the public service project and massive gifts and conducting these through a proxy 󰠏 to solve the problems raised by the conflict against Antonius became a precedent for Augustan’s government later on.
