Abstract

Labor policies vary widely according to government policy orientation, for example progressive or conservative, and so may be the perceptions of union instrumentality by workers. Since 2018, the number of union members in Korea has increased rapidly, exceeding 2.8 million in 2020. In addition, union membership in 2019 reached to 12.5% for the first time in 15 years, then to 14.2% in 2020. Considering this situation, we study the perception change in union instrumentality due to the Presidential change in government. Based on empirical analysis using Korean Labor Income Panel Survey (KLIPS) data, we confirmed that there was an overall upward trend for the union instrumentality from 2006 to 2020. And we found that union instrumentality with progressive government were higher than that with conservative government. This result implies that for the next several years the union density seems to increase due to the legal changes for union membership qualifications in 2020. President change in 2022 in Korea may replicate the previous situation the union instrumentality or may show different result on union instrumentality because there are may fundamental changes including rapid increase in union membership and union density, new union membership allowance to retirees and to firefighters. Companies should pay attention to these changes in addition to change in President. But, industrial relations are based on mutual trust and mutual prosperity between the employer and the workers. This is everlasting truth in industrial relations.
