한일 지역특구제도 비교 ‒한국 규제특구제도와 일본의 국가전략특구를 중심으로‒

특구는 국가가 정한 규율이 달리 적용되는 특별한 지역을 의미하는데, 이는 일률적ㆍ획일적인 정부의 규율에서 벗어나 특별한 특례를 적용하여 국가균형이나 경제발전을 도모하고자 하는 정책수단이라고 할 수 있다. 최근 소위 4차 산업혁명으로 인한 국가간 신기술영역에서의 혁신경쟁이 치열해지고 있는 상항에서 각국 정부는 기술 실증을 통한 신속한 사업화를 지원하기 위해 지역 중심의 규제 완화를 위한 특별한 지역특구 제도 마련을 위해 노력하고 있다. 본 연구에서는 최근 4차 산업혁명 도입에 대응하기 위한 한국과 일본의 특구제도를 다차원적으로 비교분석함으로써 한국의 특구제도의 발전방안에 대한 시사점을 얻고자 한다. 특히 한일 지역특구를 쿠퍼(cooper) 등이 제시한 다차원적(규범적, 구조적, 구성, 기술적 차원에서 비교분석함으로써 양국 간 특구제도의 특징을 종합적으로 분석하고 이에 대한 정책적 시사점을 제시하고자 한다. 연구결과는 다음과 같이 나타났다. 우선 규범적 차원에서는, 한국의 해당 지역이 특구로 신청하게 되면 관련 부처는 특구제도의 채택여부에 대한 과정을 투명하게 공개하도록 되어 있다. 반면 일본의 국가전략특구정책에서는 중앙정부개입의 정도가 매우 강한 것으로 나타났다. 구조적 차원에서는 한국의 특구제도는 지역의 관련 협의체 간 네트워크 구성과 협력이 중요한 성공요인으로 작용된다. 일본의 경우 국가전략특구가 도쿄, 오사카 등 일본의 핵심지역의 경쟁력을 강화하여 일본의 경제 재생의 중심으로 삼겠다는 전략을 전개하고 있다. 구성적 차원에서는 한국은 지역이 주도하여 충분히 검토되고 지역주민의 의견수렴을 거쳐 특구계획안을 상정한다. 일본은 국가전략특구의 지정에 있어서 자의적이거나 편파적인 지정이 되지 않도록 선정검토 및 선별과정의 투명성을 강조하는 동시에 정량적 지표도 활용하여 객관적인 평가 및 검토를 실시하고 있다. 마지막으로 기술적 차원에서는 한국은 물론 일본의 경우도 지역특구의 계획 및 시행뿐만 아니라 시행 이후의 정책평가에 관하여 보다 면밀한 검토가 필요한 것으로 나타났다.
Abstract
Special zones refer to special regions where the rules set by the state are applied differently, which can be said to be a policy means to promote national equilibrium or economic development by applying special cases. In the situation that the competition for the new technology sector of the 4th industrial revolution, the governments of each country are planning to prepare a special regional special zone system to ease regionally-centered regulations to support rapid commercialization through technology demonstrations. In this study, the multi-dimensional comparative analysis of Korea and Japan’s special zone system to obtain implications for the development plan of Korea’s special zone system. In particular, by comparing and analyzing Korea-Japan regional specialties proposed by Cooper’s Four Dimension Model, it is intended to comprehensively analyze the characteristics of the special-regional systems between the two countries and present policy implications. The research results were as follows. First, at the normative level, in Korea, if the region’s government applies for a special zone, related ministries are required to transparently disclose the process of adoption of the special zone system. On the other hand, Japan’s national strategic special zone policy showed that the degree of central government intervention was very strong. At the structural level, since the government’s direct support budget is not implemented in Korea’s Special Administrative Region, therefore, network construction and cooperation in the region is an important success factor. In Japan, the National Strategic Zone is striving to strengthen the competitiveness of key areas, such as Tokyo and Osaka, to become the center of Japan’s economic recovery. At the constructive level, the transparency of the selection review and selection process is secured so that the designation of the national strategic special zone is not arbitrary or partial, and quantitative evaluation is also used to conduct objective evaluation and review. Lastly, in terms of technology, it was found that in Korea and Japan, a closer examination was needed not only for planning and implementation of regional special zones, but also for policy evaluation after implementation.
