섬은 개발을 위한 기회뿐만 아니라 특별한 도전을 포함하고 있다. 세계의 섬 중에서 부유한 섬 중의 하나로 인식되는 제주는 개발과 관련하여 상당히 좋은 입장에 놓여 있다. 섬의 크기와 인구가 적정할 뿐만 아니라 제주의 장소자산으로는 화산 경관, 온화한 기후, 동질적 인구 특성, 풍부한 문화유산 등이 포함되면서 제주는 한국에서 중요한 위치를 차지하고 있다. 제주에 대한 관심은 한국에 국한되는 것이 아니라 투자와 관광에 있어 동아시아와 동남아시아의 관심을 끌고 있다. 이로 인하여 제주의 경제적 기반은 과거와 같이 농업, 축산, 어업에 해당하는 것이 아니라 관광, 제조업, 서비스로 다변화되고 있다. 이러한 다변화 중 관광이 가장 잠재력이 높은 것으로 평가된다. 하와이, 하이난, 푸에르토리코 등과 비교할 때, 만약 제주의 경제가 육지부의 경제적 수준에 오를 수 있다면 제주의 전망은 상당히 좋다고 볼 수 있다. 무엇보다도 제주는 경제와 사회적 수요가 균형을 이루고 환경보호와 통합될 수 있는 지속가능한 개발을 지향할 필요가 있으며, 이를 통해 제주의 자연경관과 문화의 가치가 지속될 것으로 보인다. 전반적으로 제주의 개발에 대한 전망은 상당히 가능성이 높은 것으로 보인다.
Abstract
Islands present special challenges, as well as opportunities, for development. Jeju, one of Korea?s provinces, is in a fairly fortuitous position, already ranking as one of the better-off islands of the world. Although modest in size and population, Jeju?s assets include a stunning volcanic landscape, mild climate, homogeneous population, rich cultural heritage, and being part of the larger nation of South Korea. Hence, Jeju can draw upon not only Korea, but other parts of East and Southeast Asia as sources of investment capital and tourists. Hence, Jeju?s traditional economic base of agriculture, livestock raising, and fishing, is now being diversified with tourism, manufacturing, and services. Of these, tourist seems to offer the biggest potential. Comparisons with the Pacific Islands (especially Hawaii), as well as Hainan, and Puerto Rico, reveal that Jeju is indeed blessed with advantages that must be maximized if the island?s economy is to be brought up to the level of the rest of Korea. Above all, Jeju must strive for sustainable development in which the needs of the economy and society are balanced and integrated with environmental protection, so that the richness of the island?s natural landscape and culture are not lost. Overall, the development prospects for Jeju are quite promising.
