본 논문은 제주도의 대안적 관광전략으로서 생태관광의 전망을 고찰한다. 최근 특별자치도로 거듭난 제주도는 삶의 질과 경제발달에서 세계적 경쟁력을 갖춘 지역으로 변모하기 위하여 그 역사적인 걸음을 내딛고 있다. 이러한 계획을 실현시키기 위한 가장 주요한 전략으로 관광이 제시되고 있다. 본 논문은 기존의 대량관광은 제주의 최대 장점인 천혜의 자연비경과 독특한 섬문화를 효과적으로 활용하는데 한계가 있음을 지적하고 생태관광을 보완책으로 제시하고 있다. 이미 제안된 보고서를 분석함으로써 저자는 기존의 관광개발 체계에 생태관광 프로그램을 도입할 수 있는 네 가지 방법을 제안한다. 환경보전과 환경인식 고양에 효과적인 생태관광은 현실적인 적용에 있어서는 많은 도전을 받고 있다. 생태관광의 올바른 도입과 실행을 위해서는 계획과 엄격한 가이드라인에 따른 감독이 절실히 필요하다. 무엇보다 중요한 것은 지역사회의 필요에 의해서 지역사회가 주도권을 쥐고 이를 도입하는 것이다.
Abstract
The paper examines the prospect of ecotourism as an alternative tourism strategy for Jeju island. Recently transformed to a Special Self-Governing Province, Jeju steps forward a historical move toward a place with global competitiveness in the quality of life and economic development. Tourism is proposed as the foremost apparatus to achieve this vision. The paper points out that the conventional mass tourism development has limits to maximize Jeju?s strength, uncomparable natural beauty and unique island culture. Instead, it suggests ecotourism as one way to complement the limitations of mass tourism. Based on the analysis of proposed plans, the author provides four ways to incorporate ecotourism programs into the existing tourism development scheme. In spite of its usefulness in environmental preservation and increasing environmental awareness, ecotourism still has many challenges in its implementation. The introduction and implementation of ecotourism, therefore, needs to be carefully planned and monitored under rigorous guidelines. Most importantly, local initiatives and demands need to induce such development.
