Abstract
In recent years, smart growth has taken the form of urban growth management policies and various efforts to manage the use of land in order to accommodate expanding populations or other growth pressures. This paper attempts to explore the estimation method on the buildable land supply and development capacity of an urbanized area of a city. Empirically, this method is applied to Suweon-si which is expected to increase land demand very rapidly in near future. Using GIS software with the parcel level of database, two steps to estimate supply and capacity proceed the identification of all buildable lands(vacant, partially utilized, and underutilized lands) and calculation of the development capacity of each one of these types of lands, taking into account zoning catagories. Suweon has about 2.6km2 of potential land supply from vacant and refill lands. It has the potential to increase its population capacity by 33,000, its housing capacity by 16,500 and its employment capacity by 28,500. The finding shows that the potential development capacity is mainly supplied by the vacant and refill lands in the lower-density residential zone and general commercial zone. Sensitivity analyses also show that the criteria used to identify refill lands and threshold selected to calculate development capacity have substantial effects on the estimated amount of development capacity. This study draws an implication that the further study focused on the criteria selection and threshold standards are needed to estimate development capacity more precisely.
