최근 국내에서 도시축소에 대한 연구가 늘어나고 있지만 인구학적 요인에 대한 실증 분석은 드물다. 이 연구의주된 목적은 우리나라 시급 도시를 대상으로 축소의 인구 요인과 그 특성을 분석하는 것이다. 먼저 78개 도시를 대상으로 2000년 이후의 인구 변화 경향에 따라 유형을 구분하고 출생, 사망, 인구이동의 측면에서 변화의 요인을 파악하였다. 31개 도시에서 총 10% 정도의 인구가 감소하였는데, 그중 21개 도시는 연속적으로 감소하여 지속성이 강하게 나타났다. 낮은 자연증가에 비해 큰 음의 순이동이 인구감소의 주요인이었는데, 주로 청년층이 대도시 및 인구증가 도시로 빠져나갔다. 인구감소 도시는 인구증가 도시에 비해 출산율, 사망률, 순이동률이 모두 부정적일뿐만 아니라 더 악화되고 있는데, 특히 젊은 여성의 순전출과 출산율 저하가 자연증가의 감소를 촉진하였다. 종사자 증가율과 주택 증가율이 인구 증가율과 높은 양의 상관성을 가지는데, 인구감소 도시의 종사자 증가 및 주택 공급은 미약했다. 또한 3차산업비율은 인구변화와 양의 상관관계를 보인 반면 2차산업 비율은 음의 관계를 나타내 인구감소 도시에서는 2차산업의비율이 증가하였다. 이 연구는 도시축소에 대한 이해를 높일 분만 아니라 더 세밀한 정책적 시사점을 제공할 수 있다.
Abstract
Though research on urban shrinkage have been increased recently, empirical analysis of its demographic factors is still insufficient in Korea. The main purpose of this study is to analyze the demographic factors and characteristics of shrinkage in Si-level cities in Korea. First, 78 cities were classified into sub-groups basis on the trend of population change since 2001, and factors of demographic change were identified in terms of birth, death, and migration. A total of 10% of population decreased in 31 cities, of which 21 showed long-term continuous decline. With the large outflow of young people to metropolitan and growing cities, the negative net migration greater than natural increase was the main factor of the population decline. Compared to the growing cities, the fertility rate, mortality rate, and net migration rate of declining cities has been negative and worsened, and outflow of young female and falling fertility rate has accelerated decline in natural increase. The growth rate in workers and the housing growth rate had a high positive correlation with the population growth rate, so the number of workers and the supply of housing has increased marginally in declining cities. In addition, there is a positive correlation between the share of service industry and population change, whereas the share of secondary industry that increased in declining cities has a negative correlation with it. This study can improve our understanding of urban shrinkage, and also provide more detailed policy implications.
