Abstract
This study critically examines the coherence between the Outstanding Universal Value (OUV), components, and attributes of serial properties inscribed on the World Heritage List, aiming to identify key challenges in restoring the credibility of the serial heritage system. Focusing on Japan’s industrial heritage cases—Tomioka Silk Mill, Sites of Japan’s Meiji Industrial Revolution, and the Sado Island Gold Mine—the study evaluates how the selection of components and the reflection of their attributes align with the declared OUV. While the Tomioka Silk Mill is recognized as a model case, the Meiji Industrial Sites and the Sado Gold Mine reveal structural inconsistencies between the attributes of the components and the OUV. These two cases appear to have exploited conceptual loopholes in the serial nomination framework by confining heritage value to a specific period. To bridge the gap between normative principles and practical implementation, the study recommends the introduction of a “Contribution Matrix” to systematically assess the relevance of each component to the OUV during the nomination process. It also calls for a clearer definition of serial heritage in the Operational Guidelines, along with robust postinscription monitoring of any modifications and follow-up actions.
