아프리카 ‘사헬’(Sahel)지역에서 러시아에 도전받는 프랑스

초록

러시아 용병 바그너 그룹이 전 세계는 물론 한때는 자국 러시아까지 혼돈 상황으로 몰아가고 있다. 바그너 그룹은 익히 알려져 있듯이 용병 그룹으로 러시아의 영향력을 아프리카, 특히 사헬지역에서 확인시켜주고 있다. 사헬지역은 현재 전 세계에서 가장 위험하고, 국제사회 문제가 중요하게 거론되는 곳 중 하나이다. 이곳은 프랑스의 ‘텃밭’이면서 독립 이후에도 ‘프랑사프리카’의 영향력이 남아 있다. 하지만 2020년대를 전후하여 상황은 급반전을 이루고, 이 지역에서는 반프랑스 감정이 고조되고 반프랑스 정서를 부추기는 쿠데타가 발생하고 있다. 당연히 ‘프랑사프리카’의 영향력이 예전과 달라지고 있다. 본 논문은 사헬지역에서 러시아 바그너 그룹의 존재로 인해 변해가는 지역 상황을 말리와 부르키나파소, 니제르의 사례를 통해 살펴보고 지역에서 ‘프랑사프리카’의 위상 변화 과정을 살펴본다. 이를 통해 프랑스의 사헬지역 정책 변화와 새로운 도전에 직면한 프랑스를 통해 지역의 권력 이동이 변해가고 있음을 보고 있다.

Abstract

The Russian mercenary Wagner Group is keeping the world on edge. The Wagner Group, as it's known, is a mercenary group that has confirmed Russian influence in Africa, particularly in the Sahel region. The Sahel is currently one of the most dangerous and troubled regions in the world. It used to be France's "home turf" and a place where "Francfrica" influence has existed since independence. Around 2020, however, the situation took a dramatic turn. The region has seen a rise in hostile feelings towards France and coups d'état. Unsurprisingly, the influence of "Francafrica" is not what it used to be. This studies examines the changing regional situation due to the presence of the Wagner Group in the Sahel through the cases of Mali, Burkina Faso, and Niger, and explores the changing status of "Francafrica" in the region. In doing so, the paper attempts to gauge the evolution of France's policy towards the Sahel and the shifting of power in the region.
