본 연구는 ‘사헬’(Sahel)지역을 두고 벌이는 프랑스와 러시아와 같은 외부 세력 개입 관계를 지역학적 맥락에서 고찰하는 것을 목적으로 한다. 특히 프랑스가 이 지역을 과거 ‘프랑사프리카’의 중요한 영역으로 고려했던 점을 감안하면, 이 지역에서 러시아의 진출이 눈에 띈다. 지역이 갖고 있는 여러 불안 요소들을 이용하여 러시아가 진출하고 있는 것이다. 따라서 본 논문에서 우리는 러시아와 같은 외부 세력이 진출할 수 있게 된 배경을 살펴본다. 이를 위해 본 논문은 먼저 사헬지역에서 최근 발생하고 있는 문제, 즉 프랑스 군의 철수와 쿠데타 발생 현황을 분석한다. 이 상황은 프랑스와 말리, 양국 간 신뢰 붕괴의 전초적 양상을 겪게 했으며, 결국 러시아의 개입을 용이하게 했다. 러시아의 민간용병업체 바그너의 진출은 실제 지역에서 뚜렷한 활동을 벌이면서 프랑스를 난관에 빠트리고 있다. 군 병력을 파견하면서까지 지역 안정을 바랬던 프랑스로서는 막대한 피해를 입은 셈이다. 프랑스와 말리 간의 신뢰 붕괴에는 러시아의 역할을 간과할 수 없지만, 지역민의 반 프랑스 정서를 간과할 수 없어 보인다. 프랑스로서는 이런 지역민의 정서로 인해 사헬지역에서의 개입이 과거 ‘프랑사프리카’의 모습을 연상시키게 할까 고민이다. 따라서 논문은 러시아와 같은 외부 세력의 사헬지역 진출 전략과 프랑스의 대응과 한계를 살펴봄으로써 사헬지역 문제의 현 상황에 대해 살펴본다.
Abstract
The purpose of this study is to examine the intervention of external forces such as France and Russia in the Sahel region in a regional context, and their relationship in this area. In particular, given that France considered the region as an important area of ‘Francafrica’ in the past, Russia's entry into this region is unprecented. Russia is entering the Sahel region by strategically utilizing various elements of instability in the this region. Therefore, this study examines the background of Russia's entry into the Sahel region. To this end, this study first analyzes the recent problems in the Sahel region, that is, the withdrawal of French troops and the status of coups. This situation led to the collapse of trust between France and Mali, which eventually facilitated Russian intervention. In fact, Wagner, a Russian private mercenary company, has entered the Sahel region, and their active actions are putting France in a difficult situation. Of course, Russia's responsibility for the collapse of trust between France and Mali cannot be overlooked, but anti-French sentiment among local people cannot be overlooked as well. For France, the main concern is whether such anti-French sentiment will remind the Sahel of the past ‘Francafrica’. Therefore, this study examines the current situation of 'Franceafrica' by examining the strategy of Russia's entry into the Sahel region and France's response and limitations to it.
