최근 파시즘 연구의 여러 주제 중에서 코포라티즘이 큰 관심을 끌고 있다. 특히 이탈리아의 파시스트 코포라티즘과 트랜스내셔널 코포라티즘에 대한 연구가 파시즘 연구에 새로운 길을 터주고 있는 듯하다. 과거 연구들이 파시스트 코포라티즘을 “동화”나 “허풍”으로 일축했다면, 최근 연구들은 코포라티즘이 이념이자 실제, 담론이자 정책, 신화이자 현실로서 다양한 기대와 희망, 의혹과 실망을 야기하면서 실제로 모종의 효과를 발휘하고 의미 있는 결과를 만들어냈음을 보여준다. 이 글에서는 최근 연구 성과들을 참조하여 전간기 이탈리아의 파시스트 코포라티즘을 이념, 실제, 효과라는 관점에서 고찰하고자 한다. 이를 위해 “제3의 길”로서 코포라티즘 이데올로기가 천명되고 논쟁되는 이른바 “코포레이션 없는 코포라티즘”의 국면과, 코포레이션이 형성되어 이념보다는 현실적 관행으로 작동한 “코포라티즘 없는 코포레이션”의 국면으로 나누어 파시스트 코포라티즘의 전개를 분석한다. 또한 코포라티즘이 국내뿐만 아니라 해외에서 발산한 효과를 드러내기 위해 이탈리아 코포라티즘의 트랜스내셔널 양상에도 주목한다. 이를 통해 코포라티즘이 파시즘에 정당성을 부여할 뿐만 아니라 단순한 수사적 차원을 넘어 긴장의 영역을 창출하고 일정한 결과를 가져온 현실적 힘이었음을 보이려고 한다. 덧붙여, 앞으로의 연구에서는 그람시가 통찰했듯이 파시스트 코포라티즘이 주변적이고 고립적인 현상이 아니라 글로벌한 차원의 시대적 성격을 띤 현상이라는 점이 상세히 토론될 필요가 있음을 제안한다.
Abstract
Much attention in recent fascist studies is paid to the topic of corporatism. In particular, some researches on Italian fascist corporatism and transnational corporatism pave the new way for fascist studies. While past studies dismissed fascist corporatism as a “fairy-tale” or “bluff”, recent studies demonstrate that fascist corporatism as ideas and practices or discourses and policies or myths and realities actually produced certain effects and yielded significant outcomes, giving rise to various expectations, hopes, suspicions and frustrations. This article examines Italian fascist corporatism in the inter-war period from the perspective of ideas, practices and effects, referring to recent research results. In doing so, it delves into the development of fascist corporatism by dividing it into the first phase of the so-called “corporatism without corporations” in which corporatist ideology was declared and debated as a “Third Way”, and the second phase of “corporations without corporatism” in which corporations were formed and operated as a practical institution rather than an ideology. It also sheds light on the transnational aspects of Italian fascist corporatism in order to show the effects that were produced by corporatism both home and abroad. A close look at fascist corporatism reveals that corporatism not only gave legitimacy to fascism, but also worked as a real force that created the fields of tensions and brought some results beyond simplistic rhetoric. In addition, it needs to be discussed in detail in future researches that fascist corporatism must be treated not as a marginal and isolated phenomenon, as Antonio Gramsci observed, but as an epochal force with global dimension.
