키케로 정치사상의 전환과 ‘보니’의 의미 —트리부니 아이라리이를 중심으로—

키케로의 정치사상은 원로원의원 신분과 기사 신분의 화합 즉 ‘콩코르디아 오르디눔’으로 이해된다. 신인 정치가의 입장에서 출발한 키케로는 기존의 정치권력과 제국의 확장으로 인해서 대두하는 기사 신분의 화합을 구호로 내걸음으로써 자신의 정치기반을 확고하게 하고자 했다. 그러나 그의 추방으로 이어지는 일련의 사태에서 그런 구호의 한계를 절감하고 모든 선량(boni viri)의 합의 즉 ‘콘센수스 옴니움 보노룸’을 자신의 구호로 삼게 된다. 이런 사상의 비약은 사실상 모든 자유인에게로 관심을 돌림으로써 기존의 정치체계와 결별한다는 의미를 지닌다. 이렇듯 키케로 정치사상의 전변은 이해되고 있지만, 막상 그가 지시하는 선량 즉 ‘보니 비리’가 무엇을 의미하는지는 분명하지 않았다. 단순한 교양인이나 부자나 유산자 정도로 이해되었다. 필자는 에페소스에서 출토된 관세법 비문에서 선량이 국가 재산의 관리자로 등장하는 구절에 주목하고 이를 선량의 해석에 적용해 보았다. 이런 시각에서 키케로가 남긴 여러 문헌에서 당시의 정세와 관련하여 선량에게 일종의 조직과 기능이 있었음에 주목하게 되고 특히 전쟁세나 직접세라고 이해되는 트리부툼의 선납과 관련되어 있음을 발견하였다. 그래서 필자는 이런 의무를 맡아왔던 트리부니 아이라리이가 바로 선량이라고 해석할 수 있었다. 이들의 향배가 국정의 핵심이라고 보았던 키케로가 이들의 특권을 보장하는 정책을 구상한 것을 그의 『법률론』에서 찾아볼 수 있었다. 키케로는 이들이 선거권자인 지역민에 대한 통제권을 가지는 것이 당연한 과제로 구상했다. 이런 구상은 유산자를 관직에 중용하자는 이소크라테스의 구상과 맥락을 같이하는데, 이는 후자가 전자에 영향을 주었기 때문이다. 키케로의 정치구상은 조세선납을 통해서 국가에 기여하는 선량을 기반으로 하여 그들에게 우선권을 보장함으로써 더 광범한 정치기반을 확보하고 나아가 공화정의 기반을 새로이 구축하려는 것이었다.
Abstract
Cicero’s political idea could be summarized as ‘concordia ordinum,’ which meant the harmony of the two leading orders, senators and equestrians. It is very necessary for him to strengthen his own political base as he was a new man in the Roman politics. He tried to unify the two orders in order to stabilize the inner politics and to confirm the Roman imperial rule under the slogan. But this idea proved to be very fragile after his expulsion from Rome. This accident persuaded him to coin a new slogan, the ‘concensus omnium bonorum,’ which meant the enlargement of the political participation from the established orders to all of the rich men with culture. This idea was an élan for the politician Cicero to become a philosopher according to Ettore Lepore. But it has not been made clear who and what the boni were in that situation. It was a chance for me to have noticed the content revealing the identity of boni in reading the customs law of Asia discovered in Efes. The boni have the arbitrament of permitting the state property to be used by the publicans there. I came to see and identify the boni as the tribuni aerarii by this inscription. Especially Cicero paid attentions to the boni in relation to the financial shortage and crisis of the Republic. I came to conclude that when Cicero called for the boni, he designated the tribuni aerarii, the tax pre-payers. In this perspective his revision of suffrage meant a kind of compensation for the boni who had contributed to the finance. This idea was affected by Isocrates in focusing the role of the rich, but Cicero put the suffrage under the boni while the former the magistrate under the rich. He tried to widen the Roman political base by the restoration of their accustomed rights in suffrage.
