Abstract

This paper is to demonstrate that the worship of Aphrodite Pandemos was developed in conjunction with the Athenian maritime empire and progressive democracy.  I first tried to argue that the goddess Aphrodite was functioning as the goddess of the sea and as the guardian of the maritime forces, not just as the goddess of beauty and love. Subsequently, I argued that the development of the Athenian radical democracy was closely related to the maritime forces of Athens, so that the sea goddess Aphrodite would have been worshiped as the Athenian Panthemos in close connection with the navy sailors, the ardent supporters of democracy. Indeed, the temples or sanctuaries of the goddess Aphrodite were built on the Agora and the Acropolis, where the people gathered, and on Piraea, where the core of democratic supporters inhibited. It would not had been a coincidence that Solon, Cleisthenes, Themistocles and Pericles, who were deeply involved in the worship of Aphrodite were all great contributors to the development of Athenian democracy. In the 5th century BC the progress of democracy and the development of the maritime empire led to rewrite of the myths related to Theseus, the king who was said to have introduced democracy, the first one who built the temple of Aphrodite Pandemos, the first Athenians who sailed the sea, and the first who fought the naval battle and the son of Poseidon, the god of the sea. This new mythical tradition of Theseus would have been related to the advance of Athenian maritime empire and the development of radical democracy during the Delian League. On the other hand, people like Euripides and Plato, who had an antipathy to the Athenian maritime empire or radical democracy, tried to denigrate Theseus and Aphrodite Pandemos.
