Abstract

During the reign of Trajan, Pliny the Younger served as a governor of the province Bithynia-Pontus, located in the south of the Black Sea, for over 2 years, some time between 109 and 113. In order to discuss a variety of problems in the provincial cities and obtain the Emperor’s advice and decisions, Pliny exchanged numerous letters with Trajan. These letters are collected in the tenth Book of Pliny’s Epistulae. They are a very important primary source that informs us of various aspects of the Emperor Trajan’s provincial administration. This paper introduces a recent research trend which considers Pliny’s Epistulae a literary product, created by the author with the intention to portray himself and his topics in a certain way. It also assesses the implications of this new approach on the understanding of Pliny’s correspondence with Trajan. Section 2 introduces Bithynia-Pontus’s historical development as a Roman province and its geopolitical circumstances around the time of Pliny’s governorship. Trajan seems to have recognized the importance of Bithynia-Pontus for the imperial defence strategy in its neighbouring border regions. Thus he probably decided that special management of the province by his legatus was required to maintain its stability and order. Section 3 considers the criteria Pliny applied to select what problems and issues should be reported to the Emperor. It also discusses the ideal and principles that Trajan and Pliny considered significant, when making a decision about various legal and administrative matters and establishing universal rules and precedents for the province. Lastly, in Section 4, it will be explored what virtues, personal qualities and authority Pliny the Younger perceived as ideal for governing the province as an Emperor and his governor. By looking carefully into the images of Trajan and Pliny as portrayed in these letters, we may enhance our understanding of the dynamics between the Emperor, the governor and the provincial administration of the Roman Empire.
