본고는 서기 49년경 이루어졌다고 전해지는 도시 로마에서의 유대인 추방령을 둘러싼 역사적 맥락을 검토함으로써, 클라우디우스의 제국 통치에서 이 조치가 가지는 의미를 도출하고자 하였다. 클라우디우스는 치세 초 도시 로마의 유대인들에게 집회를 금지하도록 하였고, 49년경에 와서 크레스투스의 선동으로 소요를 일으키던 도시 로마에서 유대인을 추방하였다. 유대인 추방령은 이미 티베리우스 치세에 한 차례 이루어졌었는데, 당시 유대인과 그들의 종교가 연루된 사회문제가 벌어지고 있었기에 티베리우스는 이들을 도시 로마에서 추방하였다. 또한 인민에게 인기가 높았던 황족 게르마니쿠스가 급사하면서 정국이 동요하고 있었기에, 티베리우스는 불온세력으로 몰아갈 수 있었던 유대인을 강력하게 처벌했던 것이다. 이를 클라우디우스의 조치와 연결하여 해석하면, 당시 클라우디우스가 유대인에 대한 강경책을 사용할 수밖에 없었던 정치적 상황이 있었다고 볼 수 있다. 치세 초 유대인 집회금지령은 유대인에 대한 혐오라기보다 급작스러운 제위 계승과 가이우스의 정책으로 동요하고 있었던 로마제국의 정치적 안정을 위한 예방적 조치였다. 49년 무렵에는 ‘크레스투스의 선동’으로 실제 소요가 발생하고 있었는데, 이는 그리스도교와 유대교의 충돌이라기보다 당시 그리스도교 내부의 갈등 속에서 벌어진 소란이었을 것이다. 이들은 비록 소수였지만, 당시 황후가 연루된 반란음모를 적발하는 과정에서 벌어진 정치적 혼란을 종식시키기 위해 클라우디우스는 그리스도교도들을 불온세력으로서 보고 전격적으로 추방했던 것이다. 이처럼 클라우디우스의 유대인 추방 조치는 그리스도교에 대한 적개심에서 기인했다기보다 도시 로마에서의 혼란을 종식시키기 위해 선택된 정치적 맥락의 측면이 컸다고 할 수 있다.
Abstract
This paper aims to analyze the historical context surrounding the Jewish expulsion from the city of Rome, which is said to have taken place around 49 CE, and to derive its significance within the imperial rule of Emperor Claudius. A previous expulsion of Jews had occurred under Tiberius, primarily due to social issues related to the Jewish people and their religion. The sudden death of the widely popular Germanicus had also caused political instability, prompting Tiberius to impose severe punishments on Jews, whom he saw as a potential disruptive force. By connecting this to Claudius’ actions, it is possible to interpret his measures against the Jews as similarly rooted in the political circumstances of the time. The ban on Jewish gatherings, which Claudius issued early in his reign, can be seen as a preventive measure intended to stabilize the empire, which had been shaken by his abrupt rise to power and the policies of his predecessor, Gaius. Around 49 CE, disturbances in the city of Rome were reportedly caused by “the instigation of Chrestus.” Rather than a conflict between Christianity and Judaism, this may have been internal strife within the Christian community itself. Although the Christians were a minority, Claudius deemed them a subversive group and swiftly expelled them, in an effort to quell political turmoil that had arisen in the wake of the discovery of a conspiracy involving the empress. Thus, Claudius’ expulsion of the Jews appears to have been driven more by the need to restore order in Rome than by animosity toward Judaism or Christianity.
