‘도시에 대한 권리’ 개념 및 관련 실천 운동의 흐름

초록

1960년대 후반 프랑스 철학자 앙리 르페브르가 ‘도시에 대한 권리(the right to the city)’를 처음 주장한 이래, 이와 관련된 실천 운동들이 세계 각지에서 꾸준히 전개되었다. 또한 이론적으로 이 개념을 보다 정교화하려는 후속 연구들이 진행 되었다. 최근에는 UN 같은 세계적 차원에서, 또 국가적 차원이나 개별 도시 차 원에서 도시권 개념을 구현한 법이나 헌장을 제정하거나 관련 정책을 개발하고 있다. 이 논문에서는 최근 도시 운동 및 도시 정치에서 중요한 의제가 되고 있는 르페브르의 도시권 개념의 내용과, 후속 이론 연구, 이와 연관된 인권 발달의 역 사, 도시권 개념에 근거한 실천 운동의 흐름 및 성과들을 살펴본다

Abstract

Since the French urbanist Henri Lefebvre first promoted the idea of ‘the right to the city’, this idea has received considerable attention from both academic and social action groups who seek to better empower urban dwellers. The concept of ‘the right to the city’ has provoked renewed theoretical discussion and academic debate on urban politics. Also, several forms of social actions inspired by this concept have risen up and achieved some positive results, such as new statutes and regulations.
