사회주택 법제도 현황과 개선 방안

Abstract

As the case of real estate speculation by an employee of the Korea Land and Housing Corporation has become a social issue, the voice of criticism against the monopoly position in the supply of public land and housing is increasing. Large-scale development of housing sites centered on public institutions not only leads to corruption issues, but also deepens real estate speculation, deforestation, environmental issues, and prejudice and exclusion of public housing. In response to this, while the expansion of the supply of small and diverse housing and the diversification of supply entities are being emphasized, housing supplied by social economy entities in the housing sector is attracting attention. This study defines social housing in a narrow sense as rental housing provided by a social economy entity at a payable rent to the socially and economically disadvantaged. Then, the characteristics and contents of the social housing ordinance of local governments and the current status of related laws and amendments are reviewed. Based on this, the direction of the social housing legal system will be examined, and the social housing supply entity, ownership relationship, supply target, and support plan will be considered. It is expected that social housing supply will be revitalized through the swift enactment of social housing legislation, and that it will become one of the major housing types contributing to the improvement of housing welfare.
