기성시가지 공공임대주택을 위한 일본 도시재생기구의 역할변화 연구

Abstract

The Korean government has pushed ahead supply policies to stabilize the rental housing market by intervening directly or indirectly. However, the era of large-scale developments came to an end and the government is asked to reestablish its public role in housing welfare and urban regeneration for rental housing provision. In the case of Japan, which has been experiencing urban decay since 2000, the government has placed importance on the market and inventory and is actively pushing for the activation of housing and city programs through public support for private sectors. This study analyzes 13 cases of the Urban Renaissance Agency in Japan in existing urban areas and proposes key points for the changing roles of the Urban Renaissance Agency. First, this study attempts to identify efforts to utilize project coordinators and land for public use in public and private sectors. Second, it seeks to figure out remodeling and improvement of residential environment for diversified classes of residents in terms of regenerative management of existing houses. Third, it pays interests to the association of facilities connecting welfare and public interest for senior citizens in rental housing and the establishment of local medical welfare, with special emphasis on changed roles in dealing with a super-aging society. This study enables us to conclude that Korean housing authorities should be aware of the expanding supply of public rental housing. They should also acknowledge the value of public rental housing by proposing qualitatively improved types of rental housing and installing residence service bases for regional activation. Preparing for the future requires paying full attention to the changing roles of the government in rental housing and to the mixture of urban regeneration and housing welfare.
