이 연구는 한국과 일본의 학교급식을 비교하면서 로컬 푸드가 학교에 공급될 수 있는 여건과 가능성을 분석한 것이다. 그 결과 다음과 같은 사실을 확인할 수 있었다. 첫째, 일본의 학교급식은 지역화에 관심이 있는 반면에 한국은 영양과 위생관리에 더 관심이 있었다. 둘째, 일본은 자치단체가 학교급식을 실시하는 반면에 한국은 학교장이 급식을 실시하고 있었다. 셋째, 일본은 생산자 직거래 등 다양한 방식으로 식재료가 조달되는 반면에 한국은 비대면 전자계약으로 대부분 조달되고 있었다. 넷째, 일본은 식육이 학교급식의 목표인 반면에 한국은 식생활 교육이 학교급식의 한 부분에 불과하였다. 이러한 차이가 학교급식에 로컬 푸드가 공급될 수 있는 가능성을 결정하고 있었는데, 일본은 비교적 활발하게 공급되고 있는 반면에 한국은 어려움이 많았다. 일본의 학교급식에도 약점은 있었다. 여전히 학교급식이 위탁과 민영화 논리에 의해 지배되고 있었으며, 무엇보다도 급식의 공공성이 약했다. 반면에 한국은 최근에 무상급식의 실시로 공공조달의 힘을 활용하여 로컬 푸드가 학교급식에 공급될 수 있는 기회가 점차 확산되고 있었다. 그러나 이러한 기회를 살리기 위해서는 학교급식이 지역, 공공, 교육의 관점에 의해 재구성되어야 한다.
Abstract
The study aims to examine whether, and under what circumstances, it might be possible to provide local food for school catering services, comparing school food in Korea and Japan. Followings are what the study has found. First, as compared to Japanese school food which is concerned with localization, in Korea more emphasis is put on nutrition and sanitization. Second, while local governments are responsible for providing school food in Japan, it is the principals who are in charge of school food in Korea. Third, whereas procurement of most food ingredients is made through non-face-to-face electronic contracts in Korea, there are various ways of procurement in Japan, including direct transactions between producers and buyers. Fourth, whereas educating eating habits to students is the very purpose of school food in Japan, in Korea it is merely a part of more broadly defined goals of school food. These differences determine the possibilities of providing local food for schools, making provision of local food more facilitated in Japan than in Korea, where many problems are found in promoting local food for school catering. However, Japanese school food system is not without its weaknesses. The logic of subcontracting and privatization is prevalent and the lack of public interest orientation is still a problem in Japan. In contrast, Korea has been seeing increased opportunities to provide local food for school catering services utilizing the power of public procurement strengthened by implementation of the free school food policies. In order for these opportunities to be fully exploited, however, school food system in Korea has to be reconstructed in accordance with local, public, and educational considerations.
