교육복지 네트워크 참여 비영리조직 간 협력의 성공 및 실패 요인 연구: 협력사업 코디네이터의 경험을 통한 탐색

초록

최근 사회문제 해결을 위한 다양한 조직 간 협력이 추구되고 있다. 그러나 비영리 조직 간 협력의 필요성이 제고되고 있고 협력의 형태가 다양화되고 있음에도 불구하고 국내에서의 관련 연구는 미비하다. 본 연구는 S재단의 국내 취약계층 아동・청소년 교육복지 향상을 위한 교육복지 네트워크사업에 참여하고 있는 각 지역 코디네이터 30명의 협력의 성공 및 실패 경험을 서면질의와 전화면담 등의 질적방법을 통해 분석한다. 분석결과, 9개의 성공요인과 7개의 실패요인이 파악되었다. 서로에 대한 깊은 이해와 친밀감, 공동의 이해를 반영하는 목표 설정, 협력을 통한 성취 경험과 성취의 축적, 협력사업 참여를 통한 참여자들의 성장과 발전 경험, 지속가능한 안정적인 재정 지원 등이 성공요인으로 작용하는 것으로 나타났다. 공동목표 수립・공유 과정의 누락 혹은 생략, 업무만으로 한정된 관계, 충분한 신뢰기반 없이 전개되는 사업의 급진전, 참여자 혹은 참여기관의 기회주의적인 행동 등이 실패요인으로 작용하는 것으로 나타났다. 이런 연구결과를 토대로 실천적 함의를 분석하고, 후속 연구를 위한 제언을 제공한다.

Abstract

This study attempts to promote an understanding on collaboration among nonprofit organizations in Korea. Particularly, it focuses on identifying success and failure factors of collaboration among organizations under ‘the education-welfare network for disadvantaged children and youth’ supported by a private foundation. In observation and analysis, it utilizes written responses from 25 network coordinators and telephone interviews from 5 additional coordinators. With qualitative content analysis, nine success factors and seven failure factors are identified. Most of these factors are similar to factors suggested by previous studies and some factors are newly identified factors which reflect context of this study. Based on the results, it discusses meanings of study and provides implications for research and collaboration practice.
