빈곤아동ㆍ청소년 지원기관의 통합서비스 영향요인 연구-네트워크 특성의 매개효과를 중심으로-
A Study on the Factors Influencing the Integrative Service of Welfare Service Organizations for Poor Children and Youth -Focusing on the Mediating Effect of Network Characteristics-

본 연구는 전북지역 빈곤아동ㆍ청소년 지원기관을 대상으로 통합서비스 영향요인을 경로분석을 통해 분석하였으며, 그 과정에서 네트워크 특성의 매개효과를 검증하고자 하였다. 이를 위해 전북지역의 교육복지우선지원사업 학교 83기관, 지역아동센터 107기관, 방과후아카데미 14기관을 조사하였다. 분석결과는 다음과 같다. 첫째, 통합서비스 영향요인 경로분석 결과 담당자 요인의 인맥, 조직요인의 기관형태(학교), 운영주체(개인), 예산, 환경요인의 지역(시내)은 간접적으로 영향을 미쳤으며, 조직요인의 기관장 의지, 기관지지, 환경요인의 협의체 구성(유), 민관협력은 직ㆍ간접적으로 영향을 미치는 것으로 나타났다. 둘째, 매개변수인 네트워크 구조적 특성은 간접적으로, 상호작용적 특성은 직ㆍ간접적으로, 기능적 특성은 직접적으로 통합서비스에 영향을 미치는 것으로 나타났다. 셋째, 네트워크 특성의 매개효과를 Sobel Test를 통해 검증한 결과 기관장 의지와 협의체 구성(유)이 상호작용적 특성을 경유하여 통합서비스에 미치는 매개효과, 기관지지와 민관협력이 기능적 특성을 경유하여 통합서비스에 미치는 매개효과가 통계적으로 유의미하였다.
Abstract
This research is targeted on the Welfare Service Organizations for Children and Youth of Chonbuk province and it has analyzed the factor influencing the integrative service through the path analysis method, and attempted the mediating effects of network characteristics. So, the subjects of the study were 83 Education Welfare Priority Support Project School, 107 Community Child Centers, and 14 Youth After-School-Academy in Chonbuk. The results are as followings. First, as a result of the path analysis of integrative service influencing factors, interpersonal connections of person in charge factors, among the organization factors: organization type(school), operational type(private), and budget, and the region(local) of the environmental factors have an indirect influence while among the organization factors: the willingness of the organization head and organizational support and among the environmental factors: consultative group(yes) and public-private cooperation have both direct and indirect influences. Second, in terms of parameter, it shows that structural characters have indirect, interactional characters have both direct and indirect, and the functional characters have direct influences. Third, as a result of the Sobel Test of network characters mediating effects, the followings have statistical significance: the mediating effects on integrative services through interactional characters from the willingness of organization head and consultative group(yes) and the mediating effects on the integrative services through functional characters of organizational support and public-private cooperation.
