Abstract
A self-sufficiency program has been approached dominantly from an economic perspective for the past 20 years, which has caused a narrow understanding of self-sufficiency and perversion in self-sufficiency practice. In this respect, this study proposes the necessity of an ‘client-centered’ and ‘process-oriented’ approach to self-sufficiency and validates a Korean perceived employment barrier scale(K-PEBS) to capture the process that clients change. As a first step to develop a Korean perceived employment barrier scale, this study explored employment-related barriers of low-income job-seekers who participate self-sufficiency programs from focus group interviews(FGIs) with 11 service providers. The FGIs revealed 29 elements of employment-related barriers that low-income job-seekers face. A series of validity tests found a 7-factor 25-item structure of K-PEBS. This study results indicated that the K-PEBS has a potential as a client-centered process evaluation tool for self-sufficiency programs as well as a client assessment tool in the practice field.
