본 연구의 목적은 많은 자치단체들이 지역주민의 건강증진정책의 하나로 시행하고 있는 건강도시사업 관리체계의 실태와 문제점을 법제체계, 행정체계, 재정체계, 프로그램체계, 모니터링 및 성과평가체계라는 다섯 가지 요소를 중심으로 분석하고, 이를 토대로 성공적 사업수행을 위한 개선방안을 제언하려는 것이다. 연구대상은 다양한 자치단체들의 실태를 하나의 잣대로 분석하는 데는 한계가 있어 특정 지자체의 건강도시사업을 사례로 선정하여 심층 분석하는 방식을 취하였다. 분석결과, 사례대상의 건강도시사업은 전술한 모든 분석요소들에서 문제점이 적지 않으며, 따라서 다음과 같은 점들을 제언하였다. 조례의 보완, 시행규칙의 제정, 기본계획 및 연차별계획의 수립 등 법령체계의 정비가 필요하며, 행정체계 면에서 전담인력의 확보와 관련 부서들 간의 연계 및 조정체계를 강화하는 것이 필요하다. 적절한 수준의 예산을 확보하고 사업예산을 통합 관리함으로써 재정체계를 투명하고 효율적으로 해야 한다. 그리고 방만한 프로그램을 정비함으로써 집중과 선택의 원칙을 수립하며, 사업시행과정에서의 적절한 모니터링은 물론, 주기적인 성과평가를 실시하여 신상필벌을 강화해야 한다.
Abstract
The purpose of this article is to analyze the contemporary situation and underlying problems of the policy management system of the Healthy City Project in terms of the five variables of the legal system, administration, finance, programs, and monitoring and performance evaluation, and then to suggest the measures to improve the relevance of the Project. An analysis targeted to the Suseong-Gu Healthy City of Daegu Metropolitan City. As a result of analysis, the management system of Suseong-Gu Healthy City Project revealed not a few problematic points, and thus, this article recommended the following prescriptions. It is needed to modify the legal and institutional systems by supplementing the contents of ordinance, enacting implementation regulation, and establishing an yearly action plan. Suseong-Gu also needs to secure the qualified staff exclusively responsible for the Project and enforce the linkage and coordination channels, whereas the financial system should be managed efficiently and transparently by securing appropriate budget and establishing the integrated financial system. The principle of ‘selection and concentration’ should be established by reorganizing and simplifying the loosely-managing programs, and relevant monitoring and feedback as well as periodic performance evaluation should be conducted while implementing the Project.
