협력적 거버넌스 내 중간지원조직 역할 비교 연구 : 4개 사례를 중심으로

이 연구는 협력적 거버넌스 구성요소에 따라 중간지원조직의 역할의 내용과 범위가 어떻게 달라지는지 파악하는 것을 연구 목적으로 한다. 이를 위해 선행연구 검토를 통해 4개의 사례를 선정하여 사업별 유형과 협력적 거버넌스의 구성요소인 사업 특성, 제도, 활동, 중간지원조직의 현재 역할의 내용과 범위 등을 비교･분석하였다. 분석결과는 다음과 같다. 첫째, 사업 기획에서 지방주도형인 건강증진 거버넌스와 중앙주도형인 공공보건의료 거버넌스를 제외하면, 나머지는 중앙주도형과 지방주도형이 공존하였으나, 사업 수행은 모두 지방주도형이었다. 둘째, 공공보건의료와 건강증진사업 거버넌스는 다른 사례에 비해 전문성이 높은 수준이며, 도시재생 거버넌스와 건강증진사업 거버넌스는 다른 사례에 비해 연계성이 높은 수준이다. 셋째, 제도적 측면에서는 법적 근거와 의사결정구조를 살펴본 결과 대다수 사업 내용이나 기능 및 역할이 제도적으로 명시된 것을 알 수 있다. 넷째, 프로세스의 경우 사업 내용 및 특성과 관련되어 대개 3~5단계에 걸친 사업수행과정을 포함한다. 마지막으로 사업의 특성, 제도, 프로세스의 결과로서 중간지원조직의 설치수준, 역할 내용 및 범위는 4개 사례 모두 차이를 보이는 것을 알 수 있다. 이는 사업의 특성에 따라 중간지원조직의 역할이 달라질 수 있기 때문에 이에 따라 역할을 제시할 필요성이 있음을 시사한다. 또한 중간지원조직의 역할 범위는 제도적 기반이 마련되었는가에 따라 영향을 받기 때문에, 중간지원조직의 안정성과 상시성을 보장하기 위해 법･제도적 기반을 마련할 필요가 있다. 향후 협력적 거버넌스를 통해 정책을 집행하게 될 때, 중간지원조직이 수행할 역할은 사업 특성과 제도적 근거에 따른다는 점을 감안하여 거버넌스 체계를 설계할 필요가 있다.
Abstract
The purpose of this study is to identify the content and scope of the role of the intermediary organization according to the components of cooperative governance. To this end, four cases were selected and the contents and scope of the business characteristics, institutions, activities, and roles of intermediary support organizations, which are components of cooperative governance, were compared and analyzed. The analysis results are as follows. First, each case has different characteristics of expertise and connection. Second, as a result of examining the legal basis and decision-making structure, which are institutional aspects, it can be seen that most business contents, functions, and roles are institutionally specified. Third, in the case of the process, it usually includes 3~5 stages of project execution in relation to the contents and characteristics of the project. Finally, as a result of the characteristics of the project, the system, and the process, it can be seen that the installation level, role content and scope of the intermediary organization are different in all four cases. This result suggests that the role of the intermediary organization may vary depending on the characteristics of the project, so it is necessary to present the role accordingly. In addition, since the scope of the role of the interim support organization is affected by whether the institutional foundation has been established, it is necessary to prepare a legal and institutional basis to ensure the stability and permanence of the intermediate support organization. In the future, when policies are implemented through cooperative governance, it is necessary to design the governance system in consideration of the fact that the role that the interim support organization will play depends on the characteristics of the business and the institutional basis.
