빈곤 여성가장 가족의 소득구성과 물질적 곤궁 경험

본 연구는 빈곤 여성가장가족의 빈곤 경험을 물질적 곤궁이라는 측면에서 재조명해보고자 하였다. 물질적 곤궁은 ‘가구소득’이라는 수치에 의해 정의되는 빈곤 개념이 가지는 불완전성을 보완해 주는 개념으로, 가구소득이 구매력을 통해 빈곤의 수준을 추정하는 지표라면, 물질적 곤궁은 보다 직접적인 빈곤의 경험내용을 보여주는 지표가 된다. 연구결과, 빈곤 여성가장가족은 소비영역, 주거영역, 의료영역 모두에서 높은 수준의 물질적 곤궁을 경험하고 있는 것으로 나타났으며, 여성가장 가족의 소득구성이 물질적 곤궁의 경험과 유의미한 관계가 있는 것으로 나타났다. 근로소득, 사적·공적 이전소득 등의 소득구성과 물질적 곤궁간의 관련성에 대한 연구결과를 통해 본 연구는 여성가장의 취업이 가계 총명목소득의 증가에는 기여하지만 실제 기본적인 욕구충족에는 크게 기여하지 못하고 있음을 발견하였다. 관련변수의 탐색에서는 여성가장의 건강상태, 교육수준, 결혼지위 등이 이들 가족의 물질적 곤궁 경험에 유의미한 영향을 주는 요인으로 나타났다. 본 연구의 결과는 취업우선 정책이 실질적으로 빈곤 여성가장 가족의 복지를 증진시키기 위해서는 취업관련 비용을 감소시킬 수 있는 적절한 공적 복지서비스의 고안과 개발의 필요성을 제시해준다.
Abstract
This study investigates the material hardship experienced by low-income female-headed families with children, and the associations between the material hardship and income sources-earned income, private transfers, and public transfers. Using data from 328 female heads in poverty, this study finds that female heads experience material hardship frequently in the domains of medical, housing, and consumption of necessities. Female heads' income sources have an association with their material hardship: compared to female heads who have only earned income, those who have both earned income and public transfers are more likely to experience material hardship related to consumption of necessities and housing after controlling for family income. Female heads' health status, educational level, and marital status are found to have significant relationships with material hardship experienced by their family members.
