한부모가족이 처한 어려움은 다양한 차원에 걸쳐 존재함에도 불구하고, 한부모가족 빈곤에 대해 접근하는 방식은 매우 단선적인 한계를 지닌다. 이에 본 연구에서는 한부모가족의 삶에서 나타나는 중첩적⋅복합적인 빈곤의 현황과 구조를 입체적으로 파악하고, 이에 대한 사회 정책적 대응 방안을 모색하고자 한다. 한부모 가구의 경험적 실태를 상세히 분석하기 위해 한부모 가구주 25명을 대상으로 심층인터뷰를 실시하였고, 그 결과 각 차원별 빈곤 경험이 강력하게 상호 관련되어 있음이 드러났다. 특히 건강이 취약한 가구원이 존재하는 경우 의료급여 등의 혜택을 받기 위해 소득 빈곤을 탈출하는 것이 거의 불가능에 가까운 것으로 확인되었고, 탈수급에 대한 두려움으로 자산형성제도를 활용하기 어려웠으며, 양질의 일자리와 양질의 돌봄으로 나아가지 못하는 상황에 봉착하게 되는 것으로 나타났다. 본 연구 결과를 바탕으로 각 차원은 독립적이지 않고 서로 연결되어 있어, 어느 하나의 차원에 천착하는 것만으로는 한부모가족이 경험하는 복합적인 빈곤 문제 해결이 요원함을 강조하였다.
Abstract
The purpose of this study is to identify the actual conditions of multidimensional poverty among single-parent families, and to present suggestions for reducing the poverty. Poverty has multidimensional aspects, and their difficulties also have multifaceted aspects. Korea’s support systems for single-parent families, however, have the limitation of being more or less unilinear. Therefore, this study aims to prepare alternative policies by shedding light on the poor situations of single-parent families. This study presents the results of interviewing 25 heads of single-parent households to deeply understand the multidimensional poverty experience of single-parent families, and to specifically grasp their experience of using related policies. Lastly, based on the interview results, this study presented policy suggestions for improvement by dimension by dividing poverty into income, assets, housing, labor, and multidimensional poverty.
