Abstract

This study uses consumption as well as income in order to compare the poverty rates of households with and without disabled people. In addition, it includes extra costs of households with disabled people using the standard of living approach for calculating poverty lines for households with disabled people. As a result, the differences between the poverty rates of households with and without disabled people are smaller when using consumption than when using income at the absolute poverty line, but the differences are bigger when using consumption than using income at the relative poverty lines. As including the extra costs of households with disabled people, the poverty rates of households with disabled people increase, and the differences between the poverty rates of households with and without disabled people become bigger. Moreover, the poverty rates of households with disabled people become bigger at the relative poverty lines than at the absolute poverty line when the extra costs are not included. But, the poverty rates of households with disabled people between at the relative poverty lines and at the absolute poverty line become much smaller when the extra costs are included. Therefore, the extra costs of households with disabled people has to be included in order to calculate the poverty rates of households with disabled people more precisely.
