중·고령층 장애인가구의 빈곤수준 및 빈곤결정요인 분석: 비장애인가구와의 비교를 중심으로

본 연구는 <국민노후보장패널> 6차 자료를 활용하여 중고령층 장애인가구의 빈곤 수준 및 빈곤결정요인을 분석하였다. 빈곤수준은 상대적 빈곤율과 절대적 빈곤율, 지니계수를 활용하여 살펴보았으며, 빈곤 결정요인은 장애인가구가 비장애인가구보다 소득, 자산의 분산이 크고 이질성이 큰 집단이라는 점을 고려하여 분위회귀분석을 실시하였다. 주요 분석 결과를 요약하면 다음과 같다. 첫째, 장애인가구의 빈곤율이 비장애인가구의 빈곤율보다 상당히 높은 것으로 나타났으며, 장애인가구에서도 65세 이상 장애인가구의 절대적 빈곤율은 57.25%, 상대적 빈곤율은 46.11%로 장애인 고령층이 다른 계층에 비해 빈곤에 처할 확률이 상대적으로 높은 것으로 나타났다. 둘째, 지니계수를 활용하여 공적이전소득의 불평등 기여도를 살펴본 결과, 비장애인가구보다 장애인가구 소득불평등에 공적이전소득이 더 크게 기여하는 것으로 나타났으며, 비장애인가구보다 공적이전소득에 의존하는 비율 또한 높은 것으로 분석되었다. 셋째, 가구균등화 소득, 가구 가처분 소득, 가구 순자산, 가구 빈곤수준을 이용하여 장애인가구의 빈곤 결정요인이 무엇인지 비장애인가구와 비교하여 살펴본 결과, 비장애인 가구는 가구주 연령, 가구주 성별, 배우자 유무, 가구주 학력, 가구주 경제활동상태 등이 소득 및 순자산, 빈곤에 영향을 미치는 것에 반해 장애인 가구는 대부분의 소득분위에서 가구주의 학력이나 가구주 경제활동상태정도에서만 유의한 영향을 받는 것으로 나타났다. 이러한 분석결과는 장애라고 하는 이질적 특성이 소득문제에 있어서는 동질적 특성 즉, 낮은 소득 수준을 보여주었고, 고령장애인의 경우 더욱 취약계층으로 분류됨을 확인시켜주었다.
Abstract
This study analyzed the poverty level and the determinants of poverty of middle-aged and elderly people with disabilities (PWDs) using the 6th National Pension Panel data. Poverty level was examined by using the relative poverty rate, the absolute poverty rate, and the Gini coefficient. Poverty determinants were analyzed through a quantile regression analysis considering that the variation in income and assets is greater among the families with PWDs than those without PWDs. The major results of the analysis are summarized as follows. First, the poverty rate of the households with PWDs is significantly higher than that of the households without PWDs. In particular, the absolute poverty rate and the relative poverty rate of the households with PWDs older than 65 in age are 57.25% and 46.11%, respectively, indicating that the probability of elderly PWDs being in poverty is relatively high. Second, as a result of examining the contribution of public transfer income to inequality using the Gini coefficient, the public transfer income contributed more to the income inequality of the households with PWDs than the households without PWDs. Also, the households with PWDs relied more on the public transfer income than the households without PWDs. Third, the determinants of the poverty of the households with PWDs were compared with those without PWDs using the household equity income, household disposable income, household net asset, and household poverty level factors. For the households without PWDs, the age, gender, marital status, education level, and economic activity of the householder affect income, net asset, and poverty. In contrast, the households with PWDs are significantly affected by the education level and economic activity of the householder only in most income quintiles. These findings confirmed that the heterogeneous group with disability is homogenously associated with low income level, and that the elderly PWDs are classified as an even more vulnerable group.
