이 연구는 동사무소 사회복지전담공무원의 역할 딜레마를 이해하기 위해 10명의 전담공무원과 질적 인터뷰를 실시하였으며 분석결과는 다음과 같다. 사회복지전담공무원은 공식적이고 표준적인 업무 외에 자율적으로 복지대상자의 욕구에 개입하는 영역이 있었고 여기에서 적극적일 때 복지대상자가 받게 되는 서비스의 질적 양적 내용은 보다 풍부해져 복지제도의 한계를 보완할 수 있었다. 그리고 이러한 역할을 통해 국가관료 외에 사회복지전문가로써 정체성을 확인하고 업무에 보다 만족하게 되었다. 그러나 빈민들을 돕는 것에 대한 가치와 소명의식이 부족할 때 표준적인 업무 외의 역할수행에 대한 동기가 아예 부재하였고, 너무 많은 업무량은 표준적 업무에만 역할을 제한토록 하여 전문적인 역할을 약화시켰으며 전담공무원의 지위와 안전을 위협할 만큼 증대된 민원인들의 입김은 이들의 비윤리적 태도를 묵인토록 하여 전문성을 위축시키고 있었다. 이렇게 아예 부재하거나 약화 혹은 위축된 전문성은 서비스의 약화뿐만 아니라 이직이나 전직의도, 업무불만족, 역할갈등으로 나타나고 있었다. 이러한 결과는 사회복지전담공무원이 관료이지만 동시에 사회복지전문가이기도 하기 때문에 특히 사회복지전문가로써의 역할을 존중하는 것이 이들의 업무만족을 높이고 공공사회복지서비스의 질을 향상시킬 수 있는 방안이 될 수 있음을 시사한다. 따라서 사회복지전문가로써의 역할 수행을 제약하는 요인을 극복하려는 노력이 뒤따라야 할 것이다.
Abstract
The purpose of this study is to examine the role of welfare bureaucrats. To achieve this research purpose, ten welfare bureaucrats participated depth interview. The major findings of this study are as follows. welfare bureaucrats exercised high degree of discretion in the process of implementing public welfare programs. As a result they are not only bureaucrat but also social welfare professional. These results suggest that welfare bureaucrats' professional accountability is as important as public welfare programs' institutional standardizations and monitoring to approve the quality of public welfare service. And limitations and implications of this study were discussed with respect to further studies.
