초록

고령화는 우리 사회의 중요한 현실 문제로서 사회과에서의 쟁점 수업에 적합한 주제이다. 이 글은 고령화 문제의 국민경제적 영향 및 그에 대한 사회의 대응 의사결정에 초점을 맞춘 논쟁문제 수업 모형을 개발하여 제시하고 있다. 논문은 국민경제적 차원에 초점을 맞추어 고령화를 둘러싼 주요 경제적 개념들 간의 설명 관계 및 주요 사회탐구 쟁점들을 추출하여 제시하고 있다. 또한 고령화에 따른 재정의 지속 가능성 문제가 제기되는 상황에서 우리 사회가 취해야 할 사회복지제도의 개편과 관련된 가치 요소들을 분석, 제시하고 있다. 논문은 고령화의 내용 요소들과 관련된 주요 실증적 자료들을 사용하여 논의를 전개함으로써 고령화 관련 사회과 쟁점 수업에서 학습자료로 활용될 수 있도록 하고 있다.

Abstract

Aging has been developing fast in Korea to change the society profoundly in many aspects. This paper aims to study a teaching model of the controversial issue of aging in Korea centered at the macroeconomic effects of aging and how to encounter the problem. The teaching model contains what the aging and its macroeconomic impacts are and will be in Korea and how she should meet it. The issue is very controversial because confronting values are conflicted around the issue. Not only relevant empirical facts should be investigated but also value judgements should be analysed and clarified around teaching models of the controversial issue. The paper firstly makes social inquiry to the empirical facts of aging. Aging brings about decrease of labor force to decelerate economic growth rate and dampen tax revenue. Furthermore, it also increases government expenditure for social benefits more and more as aging goes on. Budget deficit continues year and year and it results in accumulation of government's debt and consequently raise the problem of sustainability of public finance. Korean society has to make an answer to the problem of sustainability of public finance. Should she either abate the amount of social benefits for the elderly people or raise tax to be sustainable? She either could choose the way of more benefits and more tax or could go the way of less benefits and less tax. Confronting arguments may be presented about what social welfare system Korean society should choose. Different values may support different arguments. A controversial teaching model has to make inquiry to values around the arguments. Students may touch the basic social value of the dignity of human being and be concerned with the problem of social justice related to how the society should handle the economic poors, especially the poor elderly. They may next reach the problem of tradeoff between efficiency and equity. They should meet the problem of choosing one between the welfare system of high burden-high benefits and that of low burden-low benefits on the ground of their value judgment. Students, in the end, should make their decisions on the issue on the ground of their social inquiry and value inquiry. The paper shows a teaching model around the issue of aging in Korean society with relevant empirical data. The teaching model here may help a Korean teacher organize his/her class on the subject of aging and its macroeconomic effects.
