인구 고령화의 파급영향 및 대응방향: 노동공급 및 공적연금 제도를 중심으로

본고에서는 중첩세대 모형의 모의실험을 통하여 고령화가 우리경제에 미칠 영향을 노동공급, 총생산 및 공적연금 수지를 중심으로 분석하였다. 모의실험 결과 앞으로 연금급여의 노후소득으로서 역할이 축소되고 노동인력 감소로 단위노동당임금이 상승함에 따라 개인은 은퇴연령을 늦추고 중년 이후의 노동시간을 상당폭증가시킬 것으로 나타났다. 그러나 경제 전체적으로는 노동활용률(labor utilization)이 빠르게 하락하는 등 고령화가 성장 잠재력의 약화 요인으로 작용할전망이다. 공적연금 부문의 수지면에서는 적자압력이 가중될 것으로 분석되었다. 이러한 재정적자 압력에 대응한 정책대안들을 모의실험한 결과 연금제도의 재원확보 또는 지출구조 개선을 단독 추진하는 것보다 함께 추진할 경우 총생산에 미치는 영향이 가장 긍정적인 것으로 나타났다.
Abstract
By using the overlapping generation model, this paper shows that, in the future, household agents would spend more time working during prime- and old-age. Nevertheless, labor utilization rate of the economy is projected to decline significantly, ultimately undermining the potentials of Korean economy and exacerbating the gap between revenue and expenditure of the public pension system in the future. The paper also reveals that it is advantageous,in terms of sustaining the growth potential, to adjust the pension scheme by combining an increase of the revenue and lowering of the pension benefit.
