오늘날 대부분의 국가에서 노령화 현상이 진행되고 있다. 특히 우리나라의 경우 노령화 현상의 진행속도는 아주 빠르게 나타나고 있다. 이러한 노령화 현상은 다양한 메커니즘을 통해 경제성과에 영향을 미치게 된다. 본 연구에서는 노령화 현상이 경제인 개개인 및 정부의 공교육비 지출에 미치는 영향을 검토함으로써, 노령화 현상이 교육투자의 메커니즘을 통해 경제성과에 영향을 미칠 수 있는지 알아보고자 하였다. 국가간 통계자료를 이용한 실증분석결과 한 국가의 ‘평균수명’ 및 ‘65세 이상 인구비율’로 나타낸 노령화 현상은 ‘국민총생산 대비 정부의 공교육비 지출비율’과 ‘총 교육년수’로 나타낸 교육투자에 통계적으로 유의한 정(+)의 영향을 미치는 것으로 추정되었다. 이러한 결과는 몇몇의 다른 설명변수를 포함시키는 추정방정식이나, 고소득 국가를 제외한 작은 수의 표본, 몇몇의 다른 추정방법 등에서도 만족하였다. 그러므로 효율적인 교육시스템이 확보될 때, 노령화 현상과 교육투자 사이의 정(+)의 관계는 노동의 질적인 향상과 함께 국가의 산업구조가 전문화·지식화·고도화된 산업으로 이양되어야 함을 암시한다.
Abstract
This paper examines the relationship between rising longevity and education investment. Panel data for the cross-country over 1975-1995 period suggests that an increase in longevity, measured in both “life expectancy at birth” and “ratio of age 65 and over to total population,” is associated with a significant increment in education investment, measured in both “public spending on education out of GNP” and “average years of total schooling in the population over 25 years of age.” The result is robust to the inclusion of some explanatory variables, for a small sample excluding high income countries, and to a few different econometric specifications. Therefore, it is possible to conjecture a plausible linkage between rising longevity and economic performances through education investment.
