미국 초등 사회 교과서의 공민 관련 단원 내용 분석 – 플로리다주 교과서를 중심으로 -

이 연구는 미국 초등 사회 교과서의 공민(Civics) 관련 단원 내용이 어떻게 구성되어 있는지 분석하고 그 특징을 파악하는 것을 목적으로 한다. 이를 위해 미국 교과서 시장 측면에서 중요한 대형주에 속하는 플로리다주의 유치원부터 5학년까지의 사회 교과서를 분석하였다. 분석의 초점은 시민과 정부가 각각 어떻게 정의되고 있으며, 각각의 특징이 어떻게 기술되어 있는지, 양자의 상호작용은 어떻게 묘사되고 있는지에 두었다. 분석 결과, 시민은 국가의 구성원으로, 정부는 지역사회, 주, 국가를 운영하는 사람들의 집단으로 정의되어 있음을 확인하였다. 또한, 시민 관련 내용에서는 시민의 권리보다는 책임을 더욱 많이 강조하고 있었고, 시민의 역할을 주로 지역사회 문제에 관심을 갖고 참여하는 정도로 한정하여 제시하는 경우가 많았다. 그리고 전반적으로 시민의 생활에 관한 내용보다는 규칙과 법, 헌법, 정부 조직, 국가 상징 등과 같은 정부와 국가 측면의 내용이 많은 편이었다. 이를 통해 미국 초등 사회 교과서의 공민 영역에서는 국가를 비롯한 여러 공동체에 헌신하는 것을 더 강조하고 있고, 정부에 대한 시민의 적극적 역할보다는 미국의 헌법적 질서와 정부 조직의 전통에 더 비중을 두고 있음을 알 수 있었다. 민주시민의 양성을 지향하는 사회과의 목표를 고려할 때, 정부에 대한 시민의 견제와 감시 및 지구적 이슈에 대한 관심을 더욱 강조할 필요가 있다고 판단된다.

Abstract

This study aims to analyze the contents on civics in the elementary social studies textbooks in the United States and to draw its characteristics. For this purpose, social studies textbooks for K-5 used in Florida, one of the big stocks in the textbook market were analyzed. The focus of the analysis was on how citizens and governments are defined, how their characteristics and interactions are described. The results show that a citizen is defined as a member of a country, and the government as a group of people who run a community, state or country. In addition, in the part on citizens, the responsibilities of citizens are found to be more emphasized than the rights of them. Moreover, citizens’ roles are often confined to having interests and participating in the issues of the local community and the country. Overall, there are more descriptions on the government and country such as rules and law, constitution, government organizations and the symbol of the US rather than on citizens’ lives. This result tells us that the area of civics in the elementary social studies textbooks of the United States puts more emphasis on dedicating to one’s community than on citizens’ rights, and focuses more on constitutional order and the tradition of the governmental organizations than on citizens’ active role in relation to the government. Considering that social studies aims to foster democratic citizens, it is necessary to put more emphasis on citizens’ keeping checks and monitoring on the government and having interests in the global issues.
